A BILL FOR AN ACT
RELATING TO ECONOMIC DEVELOPMENT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 206M, Hawaii Revised Statutes, is amended by adding a new part to be appropriately designated and to read as follows:
"Part . Geriatric research and technology park
§206M‑ Purpose. The legislature finds that age is the single most important factor in understanding health status and the need and demand for health care resources. For the elderly, there is a clear relationship between age and mortality, prevalence of chronic conditions, and level of disability. Similarly, the elderly are the heaviest users of health care resources.
Since 2000, Hawaii's elderly population, those aged sixty-five and older, grew slightly faster than the national growth rate. Since statehood, Hawaii's proportion of elderly to total population has increased three-fold, from roughly five per cent in 1960 to fifteen per cent in 2012. During this same period, the elderly segment of the nation's population increased by one-third, from nine per cent to fourteen per cent. Between 1990 and 2012, the number of elderly aged seventy-five and older increased forty-seven per cent nationally compared to a one hundred sixteen percent increase in Hawaii.
All counties experienced significant growth of thirteen to sixteen per cent in their elderly populations since 1970. By the year 2030, the elderly population is projected to represent twenty per cent of the populations for each county, the State, and the nation as a whole. One out of every five individuals will be aged sixty-five or older. In comparison, in 1970, one out of every seventeen individuals was aged sixty-five or older.
The legislature further finds that Wahiawa provides one of the top senior care service programs. Aged to perfection is an adult day care center providing elders with social activities, meals, and general supervision. This program draws attention for interns from top universities across the country including the University of Hawaii, University of Southern California, and the University of Arizona.
Identifying current services and products, as well as future technologies, provides an opportunity for job growth, such as manufacturing. Establishing an economic hub for the geriatric industry may attract new businesses and technologies to provide jobs for central Oahu communities, as well as products and services for neighboring geriatric facilities and programs.
The purpose of this part is to establish the geriatric research and technology park.
§206M‑ Geriatric research and technology park; established. There is established a geriatric research and technology park. The park shall be bounded by the following properties identified by tax map key numbers: 74006003; 74006004; 74006020; 74006040; and 74006041.
The park shall be administered by the board.
§206M‑ Objective of the geriatric research and technology park. The objective of the geriatric research and technology park shall be to facilitate economic growth by encouraging manufacturing jobs related to products and services focused on long-term care, including adult residential care homes, hospices, nursing homes, and assisted living facilities, in a designated geographic hub. A centralized locale of entities stimulates and promotes innovation and attracts start-up facilities to also locate in the hub.
§206M‑ Guidelines. (a) The board shall develop the geriatric research and technology park in consultation with the aging and disability resource center, aged to perfection Hawaii, and the Hawaii housing finance and development corporation.
(b) When designing and planning the park, the board may enter into cooperative agreements with coordinating entrepreneurs or public agencies that have the powers, services, and capabilities deemed necessary and appropriate for the development and implementation of the business and medical development plans."
SECTION 2. Section 206M-2, Hawaii Revised Statutes, is amended by amending subsection (a) to read as follows:
"(a) There is established the high technology development corporation, which shall be a public body corporate and politic and an instrumentality and agency of the State. The development corporation shall be placed within the department of business, economic development, and tourism for administrative purposes, pursuant to section 26-35. The purpose of the development corporation shall be to facilitate the growth and development of the commercial high technology industry in Hawaii. Its duties shall include, but not be limited to:
(1) Developing and encouraging industrial parks as high technology innovation centers and developing or assisting with the development of projects within or outside of industrial parks, including participating with the private sector in such development;
(2) Providing financial and other support and services to Hawaii-based high technology companies;
(3) Collecting and analyzing information on the state of commercial high technology activity in Hawaii;
(4) Promoting and marketing Hawaii as a site for
commercial high technology activity; [and]
(5) Providing advice on policy and planning for
technology-based economic development[.]; and
(6) Developing a geriatric research and technology park."
SECTION 3. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 4. This Act shall take effect upon its approval.
