A BILL FOR AN ACT
RELATING TO OFFENDER REENTRY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that offenders exiting correctional facilities are at risk of becoming homeless but are not privy to many services afforded to the homeless because they are not considered "chronically homeless" for purposes of the housing first programs pursuant to section 346-378, Hawaii Revised Statutes. The purpose of this Act is to create a new program called "project reset", which will provide comprehensive programs to assist offenders in securing post-release housing, including transitional housing and permanent housing, as necessary, to support the offender's reentry, rehabilitation, and employment prospects.
SECTION 2. There is established a project reset program, to be administered by the governor's coordinator on homelessness and to be administratively placed within the department of human services. The purpose of the project reset program shall be to oversee the development and implementation of comprehensive post-release housing programs to assist offenders who are transitioning back into the community. The program shall assist offenders in securing post-release housing, including transitional housing and permanent housing, as necessary, to support the offender's reentry, rehabilitation, and employment prospects.
SECTION 3. There is established one full-time equivalent (1.0 FTE) position within the department of human services to administer the project reset program.
SECTION 4. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2022-2023 for the development and implementation of the project reset program established under this Act.
The sum appropriated shall be expended by the department of human services for the purposes of this Act.
SECTION 5. This Act shall take effect on July 1, 3000.
