A BILL FOR AN ACT

 

 

relating to higher education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that ensuring the State's public institutions of higher education have a single articulation pathway for prospective early childhood education professionals is a matter of statewide concern.  The legislature further finds that the establishment of a single articulation pathway will allow future early childhood education professionals to more easily and more affordably obtain a baccalaureate degree.

     Accordingly, the purpose of this Act is to require the university of Hawaii system to develop a single articulation pathway for early childhood education students.

     SECTION 2.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to subpart E of part II to be appropriately designated and to read as follows:

     "§304A-     Early childhood education; single articulation pathway.  (a)  The university of Hawaii shall develop and implement a single articulation pathway for students working toward degrees in fields relating to early childhood education.  The articulation pathway shall:

     (1)  Incorporate any relevant general education requirements;

     (2)  Match complementary competencies and learning outcomes for both associate and baccalaureate degrees;

     (3)  Allow a student who completes an associate degree in a field relating to early childhood education to:

          (A)  Pursue a single, common curriculum in early childhood education that will articulate, without alteration, with a related baccalaureate degree program at any other university of Hawaii campus that offers the related baccalaureate degree; and

          (B)  Apply all the credits earned for the student's associate degree toward the related baccalaureate degree so that the student may begin the baccalaureate degree as a junior-status student;

     (4)  Be developed in consultation with appropriate employers regarding the competencies and learning outcomes considered important for a successful career and employment in the field of early childhood education;

     (5)  Be implemented no later than the beginning of the 2021-2022 academic year; and

     (6)  Be reviewed at least once every three years.  In conducting this review, the university shall consult with each early childhood education program from all campuses.

     (b)  Each campus that offers an early childhood education program shall publicize by all appropriate means the availability of and requirements for the completion of the articulation pathway developed pursuant to this section, including by publication of the pathway on the website of each academic unit that offers an early childhood education program or degree.

     (c)  Beginning with the regular session of 2022, and each regular session thereafter, the university of Hawaii shall submit a report to the legislature that includes:

     (1)  Data concerning the performance of the articulation pathway, including a summary of the outcomes of students who transfer into a baccalaureate program after previously earning an associate degree under the pathway;

     (2)  The number of students who participate and graduate under the pathway; and

     (3)  Any other relevant findings and recommendations, including any proposed legislation.

The university shall submit the report no later than twenty days prior to the convening of each regular session."

     SECTION 3.  (a)  The university of Hawaii shall convene an early childhood education articulation working group to assist the university in developing the articulation pathway required by this Act.

     (b)  Members of the group shall be appointed by the president of the university of Hawaii system; provided that there shall be at least one representative from each campus of the university of Hawaii that offers a program in early childhood education.

     (c)  The early childhood education articulation working group shall be dissolved on December 31, 2021.

     SECTION 4.  The university of Hawaii shall submit a report of its progress in implementing the articulation pathway required by this Act to the legislature no later than twenty days prior to the regular session of 2021.  The report shall include the university of Hawaii's findings and recommendations, including any proposed legislation.

     SECTION 5.  New statutory material is underscored.

     SECTION 6.  This Act shall take effect on July 1, 2020.

Description:
