A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that hearing and vision testing programs in public schools enables early detection of hearing and vision problems for students.  Early diagnosis and treatment of hearing and vision issues can be crucial in preventing further hearing and vision loss, which would result in higher medical costs and adversely affect the social and educational development for children, especially young children.  Early treatment of hearing and vision problems for children is likely to prevent additional or exacerbated hearing and vision impairment, and contribute to students' success in school.

     The purpose of this Act is to provide funds for hearing and vision testing in public schools.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $          or so much thereof as may be necessary for fiscal year 2014-2015 for the establishment of hearing and vision testing programs in public schools.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
