A BILL FOR AN ACT

 

 

Relating to Feral roosters and chickens.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that feral roosters and chickens have established themselves in communities throughout the State.  They have become a nuisance, particularly in suburban and urban residential communities.  Feral roosters and chickens trespass into yards and gardens, digging up plants, damaging food crops, and jeopardizing native plants and resources in state parks.  Feral roosters crow at all times of the day and night, which has led to numerous noise complaints by residents throughout the State.  The noticeable increase in the number of these feral birds also creates a road hazard for drivers who must suddenly stop or swerve to avoid them.  The legislature further finds that droppings from feral roosters and chickens are unsanitary and create a health concern.  The birds also carry diseases that threaten other animals, including native Hawaiian birds.

     The purpose of this Act is to reduce the feral rooster and chicken population by appropriating funds to the department of land and natural resources division of state parks to eradicate feral roosters and chickens on state lands.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2022-2023 for the eradication of feral roosters and chickens on state lands.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2022.
