A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE eighth SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $38,370,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of capital improvement projects for the eighth senatorial district, as follows:
A. Kauai Judiciary Complex, Kauai
Plans, design, and construction of frame and implementation of photovoltaic system to be installed at the Kauai Judiciary Complex.

B. Kilauea School, Kauai
Construction for design plan revisions and installation of approximately 1,000 feet of 12-inch ductile iron waterline, beginning at the existing 12-inch waterline along Kuhio Highway and continuing approximately 450 feet through Pukalani Place and extending along Kolo Road approximately 550 feet to the Kilauea School, then connecting to the existing 8-inch waterline along Kolo Road.

C. Hanapepe/Eleele Water System, Kauai
Design and construct approximately 5,000 feet of 16-inch water main along Hanapepe Road, Puna Road, and Kaumualii Highway connecting to the existing 12‑inch main in Ka Road connecting to the existing 16-inch line at the corner of Waialo Road and Kaumualii Highway.

D. Wailua-Kapaa Water System, Kauai
Design and construction of two 0.5 million gallon water storage tanks and connecting pipelines within the Department of Water's Ornellas tank hydraulic zone.

Design and construct approximately 5,000 feet of 12-inch water main along Kahuna Road, connecting to the existing 12-inch main to the intersection of Kahuna and Kawaihau Roads and an 18‑inch main along Kawaihau Road approximately 2,000 feet to the Department of Water's Ornellas tank, and a design and construct approximately 4,000 feet of 18-inch water main along Kawaihau Road, connecting to the existing 12-inch water main to the 1.0 MG Makaleha tank.

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the appropriate expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2013.
