A BILL FOR AN ACT
RELATING TO SMALL BOAT HARBORS.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
(1) Lahaina small boat harbor;
(2) Manele small boat harbor;
(3) Mala wharf and ramp;
(4) Maalaea small boat harbor; and
(5) Kihei ramp,
and any
findings and recommendations, including any proposed legislation, to the
legislature no later than twenty days prior to the convening of the regular
session of 2025.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 to provide security at small boat harbors, including the hiring of three permanent full-time equivalent (3.0 FTE) positions to be assigned to provide security at small boat harbors within the county of Maui.
The sums appropriated shall be expended by the department of law enforcement for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2050.

Description:
Requires the Division of Boating and Ocean Recreation, in collaboration with the County of Maui and any other private entities the Division of Boating and Ocean Recreation and County of Maui deem necessary, to submit a report to the Legislature regarding the transfer of the rights for certain small boat harbors on Maui. Appropriates moneys and three full-time equivalent positions under the Department of Law Enforcement to provide security at small boat harbors on Maui. Appropriates funds. Takes effect 7/1/2050.
