A BILL FOR AN ACT
relating to electronic monitoring.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that electronic monitoring is one way to track and monitor inmates who are on probation, parole, or work furlough. Technology is able to provide continuous electronic monitoring, as needed, and saves tax dollars as electronic monitoring costs less than incarcerating an individual. While not all released inmates need electronic monitoring, there are some offenders, including sexual offenders and habitual criminals, who are ideal candidates for electronic monitoring.
The purpose of this Act is to appropriate funds to the department of public safety and the judiciary for the purpose of providing electronic monitoring of released inmates.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $200,000 or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the purpose of electronic monitoring of released inmates.
The sums appropriated shall be expended by the department of public safety for the purposes of this Act.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for fiscal year 2016-2017 for the purpose of electronic monitoring of released inmates.
The sums appropriated shall be expended by the judiciary for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2015.
