HOUSE RESOLUTION

 

 

recognizing and supporting the position of the association of hawaiian civic clubs and URGING THE governor TO SUPPORT THE DEVELOPMENT OF THE AHA MOKU SYSTEM OF NATURAL RESOURCE MANAGEMENT AND TO ESTABLISH THE AHA MOKU ADVISORY COMMITTEE WITHIN THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO PROVIDE GUIDANCE IN THE MANAGEMENT OF NATURAL RESOURCES IN HAWAII.

 

 

 


     WHEREAS, the Association of Hawaiian Civic Clubs is dedicated to the restoration of Hawai'i's environment and ecosystem; and

 

     WHEREAS, in 2005, the Association of Hawaiian Civic Clubs, through its Ocean Resources Committee, introduced ahupua'a and moku-based management into the Hawai'i Ocean Resources Management Plan; and

 

     WHEREAS, in 2006, the Department of Business, Economic Development, and Tourism, Office of State Planning, Coastal Zone Management Program, published the Ocean Resources Management Plan; and

 

     WHEREAS, the Ocean Resources Management Plan supported the development of ahupua'a and moku-based management of natural resources; and

 

     WHEREAS, between August 2006 and April 2007, the Association of Hawaiian Civic Clubs, Office of Hawaiian Affairs, Kamehameha Schools, Hawaii Visitors and Convention Bureau, and Western Pacific Regional Fishery Management Council partnered and cosponsored five conferences of the Ho'ohanohano I Na Kupuna Puwalu series; and

 

     WHEREAS, in June 2007, the Legislature passed Act 212 establishing the Aha Ki'ole Advisory Committee with the task of identifying the system and structure of best practices for traditional natural resource management in Hawaii and promoting education and understanding of traditional ahupua'a and moku management; and

 

     WHEREAS, the Aha Ki'ole Advisory Committee submitted interim reports in 2008 and 2009, and a final report in 2011, to the Legislature identifying the Aha Moku system (i.e. a place-based management system utilizing Hawaii's traditional land districts) as the system of best management practices for Hawai'i's natural resources; and

 

     WHEREAS, the Aha Ki'ole Advisory Committee, after conducting more than one hundred consultations with communities based on the ahupua'a and moku (traditional land districts) as delineated using the 1837 Kalama maps as a foundation guideline, identified five elements to the Aha Moku System of best practices:

 

     (1)  Adaptive management;

 

     (2)  Code of conduct;

 

     (3)  Community consultation;

 

     (4)  Education; and

 

     (5)  Eligibility criteria for participating in natural resource management; and

 

     WHEREAS, Senate Bill No. 23 (2011) was an extension of Act 212, Session Laws of Hawaii 2007, and Act 39, Session Laws of Hawaii 2009, tasking the Aha Ki'ole with determining the system of best practices for natural resource management; and

 

     WHEREAS, there was public support for the establishment of the Aha Ki'ole Advisory Commission and implementation of the Aha Moku system of natural resource management; and

 

WHEREAS, the Legislature overwhelmingly approved and recommended final passage of Senate Bill No. 23 (2011), that established Aha Ki'ole as an advisory commission to the Department of Land and Natural Resources; and

 

     WHEREAS, after the Regular Session of 2011, the Governor vetoed Senate Bill No. 23 that would have established within the Department of Land and Natural Resources the Aha Ki'ole Advisory Commission; and

 

     WHEREAS, the Aha Ki'ole and Moku Councils have addressed the reasons for the Governor's veto of Senate Bill No. 23 (2011) by working with the Legislature, Department of Land and Natural Resources, and Office of Hawaiian Affairs; and

 

     WHEREAS, restoration of the Aha Moku System will serve to remedy and restore Hawai'i's exhausted and abused environment and ecosystem; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, that the Legislature recognizes and supports the position of the Association of Hawaiian Civic Clubs and urges the Governor to support the development of the Aha Moku System of natural resource management and establish the Aha Moku Advisory Committee within the Department of Land and Natural Resources to provide guidance in the management of natural resources in Hawaii; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources; Director of Transportation; Director of Health; Chairperson of the Board of Agriculture; Director of Business, Economic Development, and Tourism; Chairperson of the Hawaiian Homes Commission; Chairperson of the Board of Trustees of the Office of Hawaiian Affairs; and the President of the Association of Hawaiian Civic Clubs.
