HOUSE RESOLUTION
URGING THE state, city and county of honolulu, and ewa beach community to address the issue of feral cats in the ewa beach area.
WHEREAS, feral cat colonies are a persistent problem across the island of Oahu; and
WHEREAS, feral cats prey on native birds and insects; and
WHEREAS, according to the International Union for the Conservation of Nature, feral cats are listed among the most harmful invasive species globally; and
WHEREAS, feral cats are hosts to vectors for toxoplasmosis, a parasitic infection that is an identified threat to endangered native species, including the Hawaiian goose, known as the nene; the Hawaiian crow, known as the alala; and the Hawaiian monk seal; and
WHEREAS, toxoplasmosis also poses a potentially fatal health risk to children and adults, especially those who enjoy recreational activity at park spaces located near feral cat colonies and the Ke Aina Kai playground; and
WHEREAS, any ongoing attempts to reduce or eliminate feral cat colonies on the island of Oahu have proven unsuccessful; and
WHEREAS, individuals across the island of Oahu trespass on private properties to feed feral cats, thereby contributing to the persistence of feral cats on the island; and
WHEREAS, the residents of Mariners Place Townhomes, the only residential community that shares a property line with the Ewa Beach Shopping Center, have been plagued by feral cats which roam the community urinating and defecating around homes, leaving strong odors and damaging automobile paint and window screens; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the State; City and County of Honolulu; and Ewa Beach community, including residents, community organizations, and property owners and managers, address the ongoing issue of feral cats in the Ewa Beach area; and
BE IT FURTHER RESOLVED that the Hawaiian Humane Society is requested to collaborate with other animal rights groups and private property owners and managers, including the management company that oversees the Ewa Beach Shopping Center, as necessary to eliminate or relocate the feral cat colony located at the shopping center; and
BE IT FURTHER RESOLVED that the Ewa Beach Shopping Center property management company, or its representative, is requested to provide regular updates to the Ewa Beach Neighborhood Board on the company's progress in addressing the feral cat colony located at the shopping center; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu; Honolulu City Council; President and Chief Executive Officer of the Hawaiian Humane Society; and Property Manager of the Ewa Beach Shopping Center.
