HOUSE RESOLUTION

 

 

URGING THE DEPARTMENT OF DEFENSE AND THE SECRETARY OF DEFENSE TO RELEASE REPORTS ON THE DEFUELING PROGRESS REGARDING THE RED HILL FUEL TANKS EVERY WEEK UNTIL COMPLETION.

 

 

 


     WHEREAS, the Red Hill Bulk Fuel Storage Facility was built in the 1940s ("Red Hill Fuel Tanks"); and

 

     WHEREAS, the Red Hill Fuel Tanks consist of twenty underground tanks, each taller than Aloha Tower; and

 

     WHEREAS, the Red Hill Fuel Tanks sit directly above the Southern Oahu Basal Aquifer, which supplies seventy-seven per cent of Oahu's water; and

 

     WHEREAS, the Southern Oahu Basal Aquifer is one of nine sole-source aquifers within the United States Environmental Protection Agency's Region IX area and has been previously identified as the "principal source of drinking water" for Oahu; and

 

     WHEREAS, in November 2021, a release of approximately fourteen thousand gallons of fuel from the Red Hill Fuel Tanks contaminated the Red Hill drinking water shaft, necessitating its discontinued use and displacing thousands of military personnel and families; and

 

     WHEREAS, on March 7, 2022, the U.S. Defense Department announced it will permanently close the Red Hill Fuel Tanks; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2022, the Legislature urges the Secretary of Defense and the U.S. Department of Defense to honor its commitment and permanently decommission the Red Hill Fuel Tanks in the most expedient manner available; and

 

     BE IT FURTHER RESOLVED the U.S. Department of Defense provide weekly updates regarding the progress of de-fueling and decommissioning of the Red Hill Fuel Tanks; and

 

     BE IT FURTHER RESOLVED these weekly reports shall be given on each Thursday starting on May 5, 2022, and continue until the complete decommissioning of the Red Hill Fuel Tanks; and

 

     BE IT FURTHER RESOLVED these weekly reports shall be made available to the Governor of Hawaii, the Lieutenant Governor of Hawaii, the Hawaii State Department of Health, the Honolulu Board of Water Supply, members of the Hawaii State Senate, members of the Hawaii State House of Representatives, the Mayor of the City and County of Honolulu, and members of the Honolulu City Council; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the United States Secretary of Defense, the United States Department of Defense, the United States Navy Pacific Fleet Commander, the Office of the Governor of Hawaii, the Office of the Lieutenant Governor of Hawaii, the Hawaii State Department of Health, the Honolulu Board of Water Supply, members of the Hawaii State Senate, members of the Hawaii State House of Representatives, the Office of the Mayor of the City and County of Honolulu, and members of the Honolulu City Council.
