HOUSE RESOLUTION

 

 

Requesting a financial and management audit of the hawaii community development authority.

 

 

 


     WHEREAS, the Legislature established the Hawaii Community Development Authority in 1976 as a public entity to determine community development programs and--in cooperation with private enterprise and federal, state, and county governments--to plan and implement programs that result in communities that serve the highest needs and aspirations of Hawaii's people; and

 

WHEREAS, to ensure that a comprehensive and coordinated plan is executed with and for the community, the Authority is explicitly required to promote community engagement in community development plans and development projects; and

 

     WHEREAS, in the 37 years since its creation, the Authority has not met the standards for creating a mixed-use, mixed-income community and has instead liberally interpreted its requirements and rules without accountability or transparency to the detriment of the community; and

 

     WHEREAS, although the need for affordable housing in Honolulu has reached its peak, the Authority has added only a limited amount of affordable housing in its development districts and has set affordable housing prices and eligibility criteria for affordable housing at a higher income level than both the Legislature and the United States Department of Housing and Urban Development; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Auditor is requested to perform a financial and management audit of the Hawaii Community Development Authority; and

     BE IT FURTHER RESOLVED that, as part of the financial and management audit, the Auditor is requested to investigate the following:

 

     (1)  The Authority's process for the formulation of development plans, including revisions and amendments to master plans and the content of the Authority's master plan for the Kakaako Community Development District;

 

     (2)  The manner in which variances, exceptions, and modifications to the Authority's development plans and roles are considered and approved;

 

     (3)  The extent of affordable and workforce housing to be constructed under the current rules; and

 

     (4)  The Authority's process for determination of the adequacy of infrastructure, including public school facilities; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of findings, recommendations, and proposed legislation, if any, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2015; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Auditor and the Executive Director of the Hawaii Community Development Authority.
