STATE OF HAWAII

HOUSE RESOLUTION

 

 

urging the Hawaii sister-state committee to recommend the initiation of a sister-state relationship between hawaii and fujian province.

 

 

 

     WHEREAS, Hawaii's relations with sister states and provinces are governed by chapter 229, Hawaii Revised Statutes; and

 

     WHEREAS, pursuant to section 229-3, Hawaii Revised Statutes, the initiation of a sister-state relationship between Hawaii and another state or province follows an evaluation and recommendation by the Hawaii Sister-State Committee, which then forwards its recommendation to the Legislature for its consideration; and

 

     WHEREAS, the Legislature, if it so chooses, implements the Hawaii Sister-State Committee's recommendation to initiate a sister-state or province relationship by either adopting a concurrent resolution or enacting a session law for that purpose; and

 

     WHEREAS, Hawaii already has sister-state relations with three entities in the Greater China region: Guangdong (established in 1985), Hainan (established in 1992), and Taiwan (established in 1993); and

 

     WHEREAS, Fujian province is a southeastern Chinese province with a population of approximately 41,500,000 and has the second-highest gross domestic product per capita of all provinces in China; and

 

     WHEREAS, on October 21, 2021, the mayors of Honolulu and Fuzhou, the capital city of Fujian province, established a sister-city relationship via video link; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, that the Hawaii Sister-State Committee is urged to recommend the initiation of a sister-state relationship between Hawaii and Fujian province; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and Chairperson of the Hawaii Sister-State Committee.
