urging the city and county of honolulu to establish a new police substation in mililani to increase police presence in the mililani community.
WHEREAS, Mililani is one of the largest residential communities of Oahu; and
WHEREAS, Central Oahu between Mililani Town and Waipio has seen several new residential developments in recent years; and
WHEREAS, according to the United States Census Bureau data, the population of Mililani grew from 2010 to 2020, reaching nearly 50,000; and
WHEREAS, the population growth has resulted in a corresponding rise in crime, with many residents reporting concern about the increase in and severity of crime; and
WHEREAS, the latest crime statistics provided by the Honolulu Police Department indicate that Central Oahu saw a seven per cent increase in aggravated assaults;
WHEREAS, a series of high-profile violent crimes in Mililani has prompted residents and business owners to call for a greater police presence in the area; and
WHEREAS, requests for increased police presence in Mililani have been overlooked and calls for a new police substation in Mililani have not been fulfilled; and
WHEREAS, Mililani is part of the Honolulu Police Department District 2, which services Mililani, Mililani Mauka, Waipio Acres, Kunia, Wahiawa, Whitmore, Waialua, Haleiwa, Waimea, and Sunset Beach; and
WHEREAS, despite the large patrol area, District 2 has the lowest number of patrol subdivisions to which officers in a vehicle are assigned; and
WHEREAS, the Honolulu Police Department currently operates a single police station, the Wahiawa District Station, in the entire District 2 area; and
WHEREAS, the police substations are located in other patrol districts to provide improved police response and other services to the communities; and
WHEREAS, the Honolulu Police Department's presence in Mililani must be expanded to reflect population growth and residential development and to appropriately respond to increased reports of crime in the area; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the City and County of Honolulu is urged to establish a new police substation to be built in Mililani to increase police presence and improve response times; and
BE IT FURTHER RESOLVED the City and County of Honolulu and the Honolulu City Council are requested to support additional funding and resources to create the Mililani police substation; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Councilmembers of the Honolulu City Council, Chief of the Honolulu Police Department, and Chair of the Honolulu Police Commission.
