HOUSE RESOLUTION

 

 

REQUESTING THE CITY AND COUNTY OF HONOLULU TO EXTEND THE NO PARKING RESTRICTION ON ISENBERG STREET BETWEEN SOUTH KING STREET AND YOUNG STREET FROM 5:30 P.M. TO 6:30 P.M.

 

 

 


     WHEREAS, the Legislature finds that traffic congestion continues to be a major concern for the citizens and residents of Honolulu; and

 

     WHEREAS, the Bingham Street off-ramp on the H-1 Freeway is a major exit for both the Mōiliili neighborhood and the University of Hawaii area; and

 

     WHEREAS, the City and County of Honolulu currently recognizes the need to abate traffic congestion during peak hours by prohibiting parking on the Ewa, or Western, side of Isenberg Street between South Beretania Street and South King Street during the hours of 3:30 p.m. and 5:30 p.m. to allow for two open lanes during rush hour traffic; and

 

     WHEREAS, the traffic along the H-1 Freeway continues to be congested up to the Punahou exit well past 6:30 p.m. on an average work day, which impacts traffic to the Bingham Street exit as well as Isenberg Street; and

 

     WHEREAS, at least half of the vehicles traveling in the southerly direction on Isenberg Street use one lane to turn left onto South King Street to access University area businesses and residences, but must wait for oncoming traffic on South King Street to clear; and

 

     WHEREAS, parked vehicles block the other lane of Isenberg Street, causing increased traffic congestion; and

     WHEREAS, installing a dedicated left-turn arrow on the existing traffic signal at the intersection of South King Street and Isenberg Street may prove too costly; and

 

     WHEREAS, an alternative solution would be to extend the No Parking hours for the five parking spots located on Isenberg Street during rush hour traffic on work days from 5:30 p.m. to 6:30 p.m.; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the City and County of Honolulu is requested to extend the No Parking restriction on Isenberg Street, between South King Street and Young Street, from 5:30 p.m. to 6:30 p.m.; and

 

     BE IT FURTHER RESOLVED that when the City and County of Honolulu sends inspectors to survey the intersection of South King Street and Isenberg Street, the inspectors shall observe traffic conditions between the hours of 5:30 p.m. and 6:30 p.m. and shall make these observations over multiple work days; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu; the Honolulu City Council; and the Director of the Department of Transportation Services of the City and County of Honolulu.
