HOUSE RESOLUTION

 

 

Requesting the federal aviation administration and The united states marine corps to work with the department of transportation and department of health to establish noise sensitive operating procedures and air traffic patterns to reduce and control aircraft noise impacts.

 

 

 


     WHEREAS, Federal Aviation Administration Air Traffic Control Centers and the United States Marine Corps control military aircraft departures and arrivals at Marine Corps Base Hawaii, located at Kaneohe Bay, Oahu, and communicate directly with aircraft operators in the vicinity of Marine Corps Base Hawaii; and

 

     WHEREAS, the health, welfare, and quality of life of Hawaii's citizens are significantly affected by frequent exposure to aircraft noise from military aircraft and helicopters; and

 

     WHEREAS, citizens on the ground under and adjacent to aircraft flight paths experience aircraft noise impacts that interfere with their daily lives at all hours of the day and night; and

 

     WHEREAS, citizens of the State have the constitutionally protected right to quiet enjoyment of their homes; and

 

     WHEREAS, comprehensive national research and existing local evidence reveal that aircraft noise impacts cause a multitude of negative consequences and health risks, including loss of sleep and increased mental stress; and

 

     WHEREAS, aircraft noise impacts are also detrimental to the valued experience and enjoyment of Hawaii's natural and recreational resources by residents and tourists alike; and

     WHEREAS, community reaction and opposition to continuing military aircraft activity in the Kaneohe and Kailua areas are evidence of the fact that action needs to be taken to mitigate the impacts of aircraft noise; and

 

     WHEREAS, the Legislature finds that maintenance of good relationships between military bases in the State and the communities surrounding them is in the best interest of both the State and the military; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the United States Marine Corps is requested to institute policies, effective immediately, to strictly adhere to Federal Aviation Administration aircraft noise guidelines applicable to all aircraft activity at Marine Corps Base Hawaii, at Kaneohe Bay; and

 

     BE IT FURTHER RESOLVED that the Federal Aviation Administration, United States Marine Corps, Hawaii State Department of Health, and Hawaii State Department of Transportation work together with community groups to establish more stringent aircraft operation procedures and air traffic patterns to reduce and control the effect of aircraft noise on communities within the proximity of the Marine Corp Base Hawaii at Kaneohe Bay; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Western-Pacific Region Regional Administrator of the Federal Aviation Administration; Commanding Officer of Marine Corps Base Hawaii; Director of Health; and Director of Transportation.
