HOUSE RESOLUTION

 

 

REQUESTING THAT THE natural energy laboratory of hawaii authority Gateway Center be renamed IN HONOR OF guy HIDEO toyama.

 

 

 


     WHEREAS, Guy Toyama was a world-renowned leader in the marketing and development of deep seawater technologies and sustainable fuels; and

 

     WHEREAS, Guy Toyama passionately and vigorously advocated for renewable resources, renewable energy, and deep seawater technology, while devoting much of his time to assisting newly created enterprises and securing funds for the purpose of investing in these enterprises; and

 

     WHEREAS, Guy Toyama was a partner in the first deep seawater desalination plant in Hawaii and was also involved in a start-up company that produced salt products from seawater; and

 

     WHEREAS, Guy Toyama's company, H2 Technologies, had recently demonstrated the use of compressed hydrogen as a transportation fuel, and as a result, fundamentally changed the pre-existing paradigm on traditional sources of transportation fuel to provide for a more healthier and cleaner environment; and

 

     WHEREAS, Guy Toyama's role as the Executive Director of Friends of the Natural Energy Laboratory of Hawaii Authority and his ability to speak fluent Japanese placed him in a unique position to advocate for a United States-Japanese partnership to develop the first commercial Ocean Thermal Energy Conversion power plant in the world; and

 

     WHEREAS, Guy Toyama was instrumental in developing a Sister City relationship with Kumejima Island in Okinawa, Japan, another leader in deep seawater research and development; and

 

     WHEREAS, Guy Toyama was a graduate of Maui High School and the University of Oregon, and was active in the community, serving on the Board of Directors of the Kona-Kohala Chamber of Commerce and Kanu Hawaii, serving as a member of the Hawaii County Mayor's Energy Advisory Commission, and being actively involved with the Hawaii Food Manufacturers Association; and

 

     WHEREAS, across the Pacific Ocean, Guy Toyama was respected by his peers as a visionary thinker and an advocate of sustainability, and he was regarded by his friends as a caring and loving individual; and

 

     WHEREAS, Guy Toyama was a visionary leader who recognized that the ocean would play a significant role in solving the three greatest needs of mankind:  water, food, and energy; and

 

     WHEREAS, Guy Toyama unexpectedly passed away in 2012 at the age of forty-two, leaving behind a legacy of new technology and innovations in the fields of renewable energy and seawater technology in Hawaii; and

 

     WHEREAS, the people of the County of Hawaii share in the loss of Guy Toyama along with his wife, Rika Horikiri, his parents, Douglas and Harriet Toyama, and brother, Wayde; and

 

     WHEREAS, Guy Toyama is remembered and honored through the Guy Toyama Memorial Fund, a fund that promotes many of the values that he held, such as sustainability, entrepreneurship, and volunteerism; and

 

     WHEREAS, Governor Neil Abercrombie and Lieutenant Governor Shan Tsutsui have officially designated December 1, 2013, as "Guy Toyama Day"; and

 

     WHEREAS, Guy Toyama worked tirelessly to transform the Natural Energy Laboratory of Hawaii Authority Gateway Center into a valuable environmental, educational, and commercial resource that will develop new research ideas and future leaders to serve our communities and the State of Hawaii for many years to come; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Executive Director of the Natural Energy Laboratory of Hawaii Authority is requested to rename the Natural Energy Laboratory of Hawaii Authority Gateway Center "The Guy Toyama Gateway Center at the Natural Energy Laboratory of Hawaii Authority", but should circumstances arise that the Executive Director of the Natural Energy Laboratory of Hawaii Authority not have the authority to rename the Gateway Center, then the Executive Director or Board of Directors of the Natural Energy Laboratory of Hawaii is requested to make appropriate efforts to rename the Natural Energy Laboratory of Hawaii Authority Gateway Center "The Guy Toyama Gateway Center"; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Executive Director of the Natural Energy Laboratory of Hawaii Authority, the Director of Business, Economic Development, and Tourism, and the Mayor of the County of Hawaii.
