HOUSE RESOLUTION

 

 

commending, recognizing, and congratulating benedicto r. galindo, m.d., ADULT FOSTER HOMECARE ASSOCIATION of hawaii, uNITED GROUP OF HOME OPERATORS, ALLIANCE OF RESIDENTIAL CARE ADMINISTRATORS, THE PRIMARY CARE PROVIDERS OF HAWAII, ADULT FOSTER HOMES OF THE PACIFIC, and case manageMENT COUNCIL for their exemplary service to the state of hawaii.

 

 


     WHEREAS, the Legislature proudly acknowledges individuals and organizations in the community that have touched so many lives in a positive manner and have made numerous contributions to the well-being of the State of Hawaii; and

 

     WHEREAS, BENEDICTO R. GALINDO, M.D. immigrated to Hawaii on June 22, 1936, and earned his degree in medicine in 1977; and

 

     WHEREAS, after completing his medical internship, BENEDICTO R. GALINDO, M.D. used his skills to serve the United States Army in various capacities, joined the staff of the Urgent Care Clinic of Kauai Medical Group, became an associate in a medical practice in Waipahu, and finally started his own general practice with his wife; and

 

     WHEREAS, as a testament to his upstanding character, work ethic, and talents, BENEDICTO R. GALINDO, M.D. has earned recognition on many levels, including receiving various military awards; being chosen "Parents of the Year 2005" by the Philippine Cultural Foundation of Hawaii; being honored as the "Outstanding Filipino Citizen for Healthcare and Medicine" in 2005 by the United Filipino Council of Hawaii; receiving the "Outstanding Community Service 2006" award by the San Esteban School Alumni Associations of the United States, Canada, and Australia; being nominated "Entrepreneur of the Year 2006" by the Filipino Chamber of Commerce of Hawaii; and being a recipient of the 2011 Jefferson Award; and

 

     WHEREAS, the State of Hawaii passed landmark legislation in 2008 to declare the first Saturday of every November as Caregiver Recognition Day, to recognize our caregivers who have demonstrated personal sacrifice, love, compassion, and utmost dedication in caring for our elderly and disabled; and

 

     WHEREAS, Hawaii is faced with enormous problems related to the delivery of long-term care services for its rapidly growing elderly and disabled population, with those 85 years of age and older ranked as the fastest growing age group among Hawaii's elderly and being at the greatest risk of physical frailty, financial vulnerability, and hospitalization; and

 

     WHEREAS, community-based caregivers administering adult residential care homes and adult foster homes provide a much needed service within Hawaii's acute and long-term care delivery systems; and

 

     WHEREAS, caring for ADULT FOSTER HOMECARE ASSOCIATION OF HAWAII (AFHA) operators' clients is an honorable profession that has become increasingly necessary in the face of Hawaii's ever-expanding elderly population; and

 

     WHEREAS, although the services are essential to the State of Hawaii, the foster care homes, including the UNITED GROUP OF HOME OPERATORS faces numerous challenges, such as the high cost of liability insurance, yet the operator's continue to assist their clients in all their needs, from scheduling doctor's appointments or physical therapy programs, to providing social interaction with other residents; and

 

     WHEREAS, ALLIANCE OF RESIDENTIAL CARE ADMINISTRATORS is licensed to provide housing and care services in a regular home setting located in the residential neighborhood and is staffed by caregivers who embrace their clients in their home and incorporate them into their daily functioning as well as including them as part of their of their own Ohana; and

 

 

 

WHEREAS, THE PRIMARY CARE PROVIDERS OF HAWAII and the other foster care homes do not focus on the compensation they are being paid which is so minimal, but their love, passion, and tireless dedication of lending a hand to those in dire need of their help that keeps their spirit going strong; and

 

     WHEREAS, ADULT FOSTER HOMES OF THE PACIFIC and their steadfast commitment to workforce development and providing appropriate support services to our elderly and those with developmental disabilities and their families is much appreciated by the State of Hawaii; and

 

     WHEREAS, the CASE MANAGEMENT COUNCIL provides a unique and effective way to mobilize resources to serve the people of Hawaii to promote cost-effective, quality outcomes for a wide range of populations with varied healthcare needs; and

 

     WHEREAS, the State of Hawaii passed legislation in 2010 to establish the second week of October, beginning with Sunday, as "Case Management Week", to recognize the case management profession; and

 

     WHEREAS, case management reflects a holistic, comprehensive, multidisciplinary approach to the assessment, planning, coordination, implementation, monitoring, and evaluation of comprehensive services to optimally meet an individual client's health and social needs; and

 

     WHEREAS, case managers bear a responsibility to professionally and ethically provide services to their clients who are often vulnerable and unable to advocate for themselves; and

     WHEREAS, BENEDICTO R. GALINDO, M.D. provides incredible assistance, and ADULT FOSTER HOMECARE ASSOCIATION OF HAWAII, UNITED GROUP HOME OPERATORS, ALLIANCE OF RESIDENTIAL CARE ADMINISTRATORS, THE PRIMARY CARE PROVIDERS OF HAWAII, ADULT FOSTER HOMES OF THE PACIFIC, and CASE MANAGEMENT COUNCIL are recognized as outstanding healthcare organizations due to their commitment and contributions to the people of Hawaii; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that this body hereby commends, recognizes, and congratulates BENEDICTO R. GALINDO, M.D., ADULT FOSTER HOMECARE ASSOCIATION OF HAWAII, UNITED GROUP HOME OPERATORS, ALLIANCE OF RESIDENTIAL CARE ADMINISTRATORS, THE PRIMARY CARE PROVIDERS OF HAWAII, ADULT FOSTER HOMES OF THE PACIFIC, and CASE MANAGEMENT COUNCIL for their exemplary service to the people of the State of Hawaii.
