HOUSE RESOLUTION

 

 

requesting a study to determine the means of establishing a vermicomposting income tax credit for hawaii taxpayers.

 

 

 


     WHEREAS, vermicomposting is the process of using composting worms to process organic waste or garbage into usable compost; and

 

     WHEREAS, vermicomposting is an efficient, cost-effective, and environmentally-friendly method of disposing of organic waste; and

 

     WHEREAS, fifty thousand tons of food waste alone is generated on Oahu annually; and

 

     WHEREAS, if only five thousand households, generating an average of four pounds of food waste per week, shifted from flushing or throwing food waste away to vermicomposting, five hundred-twenty tons of waste could be diverted from Hawaii's wastestream each year; and

 

     WHEREAS, a vermicomposting income tax credit would provide an incentive for taxpayers to dispose of their organic waste by vermicomposting; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of Taxation is requested to conduct a study to determine the means of establishing a vermicomposting income tax credit; and

 

     BE IT FURTHER RESOLVED that the Department of Health and the Department of Agricuture are requested to assist the Department of Taxation in conducting this study; and

 

     BE IT FURTHER RESOLVED that the Department of Taxation is requested to report its findings and recommendations, including any proposed legislation, to the Legislature not later than twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Taxation, the Director of Health, and the Chairperson of the Board of Agriculture.
