HOUSE RESOLUTION

 

 

urging THE HAWAIIAN ELECTRIC COMPANIES TO ESTABLISH A PILOT PROJECT TO DESIGN, ENGINEER, AND IMPLEMENT UPGRADES TO SELECTED DISTRIBUTION CIRCUITS TO PERMIT INTERCONNECTION OF SUBSTANTIALLY GREATER NUMBERS OF RESIDENTIAL AND COMMERCIAL SOLAR POWER SYSTEMS.

 

 

 


     WHEREAS, during the past year, the Hawaiian Electric Companies have been proactive in allowing the interconnection of residential and commercial solar power systems, without requiring utility customers to pay for interconnection requirement studies or utility system upgrades on distribution circuits, where the aggregate generating capacity of the systems is up to 100 percent of the minimum daytime load on the circuit; and

 

     WHEREAS, as a result of the advances made through the Hawaiian Electric Companies' proactive approach, it is now clear that interconnection of substantially greater numbers of these systems to the Hawaiian Electric Companies' distribution circuits will require design and engineering upgrades to safely permit the two-way flow of electric power at the substation level; and

 

     WHEREAS, the Renewable Energy Infrastructure Program was established to fund the implementation of such upgrades; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Hawaiian Electric Companies are urged to establish a pilot project to design, engineer, and implement upgrades to selected distribution circuits to permit the two-way flow of power at the substation level and thus permit interconnection of substantially greater numbers of residential and commercial solar power systems to the circuits; and

BE IT FURTHER RESOLVED that the Hawaiian Electric Companies are requested to initiate a process for applying Renewable Energy Infrastructure Program funds to the pilot project; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President and Chief Executive Officer of Hawaiian Electric Industries, Inc., President of Maui Electric Company, Limited, President of Hawaii Electric Light Company, Inc., President and Chief Executive Officer of Kauai Island Utility Cooperative, and Chair of the Public Utilities Commission.
