HOUSE RESOLUTION

 

 

urging the department of transportation Services of the City and County of Honolulu to conduct a traffic and pedestrian study of the intersection of Mokuola and hikimoe streets in waipahu.

 

 

 


     WHEREAS, the mixture of heavy traffic flow and extensive pedestrian use of roadways occurs most frequently at intersections throughout Hawaii; and

 

     WHEREAS, one such intersection exists in Waipahu on the island of Oahu where Mokuola Street and Hikimoe Street meet, an area that is surrounded by senior care homes, elderly housing complexes, and assisted living facilities; and

 

     WHEREAS, because of the vast number of assisted living and senior facilities in the area, the intersection of Mokuola and Hikimoe Streets is heavily used by seniors traveling on foot, wheelchair, and electric scooters to access the bus terminal in the area so they can accomplish everyday tasks such as grocery shopping and receiving medical care; and

 

     WHEREAS, this bus terminal is also used by numerous students of all ages, and individuals who use public transportation to get to and from work, creating even more pedestrian traffic in the area; and

 

     WHEREAS, the safety of this intersection has been a concern among the residents living in the area as there is currently only one crosswalk at the intersection of Mokuola and Hikimoe Streets and street lighting in the area has been described as poor, which creates visibility problems at night; and

 

     WHEREAS, Mokuola Street has also been designated as the site for Waipahu's second rail station for Oahu's mass transit system which will increase motor vehicle and pedestrian traffic in the area, creating additional safety concerns; and
     WHEREAS, a traffic and pedestrian study of this intersection will work toward increasing pedestrian and motor vehicle safety, as well as address traffic congestion concerns, especially with the completion of the rail station; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that the Department of Transportation Services of the City and County of Honolulu (Department of Transportation Services) is requested to conduct a study of the traffic conditions, as well as traffic and pedestrian use, of the intersection of Mokuola Street and Hikimoe Street in Waipahu; and

 

     BE IT FURTHER RESOLVED that this study shall include, but not be limited to, information on the number of pedestrians and vehicles using the intersection, safety concerns of the intersection, statistics on motor vehicle collisions and pedestrian accidents at the intersection, street lighting concerns of the area, and the costs and feasibility of installing additional street lighting and crosswalks in the area, as well as any other safety measures deemed appropriate by the Department of Transportation Services; and

 

     BE IT FURTHER RESOLVED that the study also project the increase of motor vehicle and pedestrian traffic that is likely to occur upon completion of the rail transit station at Mokuola Street; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation Services shall submit a report of its findings and recommendations to the Legislature, including any proposed legislation, no later than 20 days prior to the convening of the Regular Session of 2012; and
     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Department of Transportation Services.
