HOUSE RESOLUTION
requesting the executive office on aging to encourage transparency relating to compliance with the older americans act and the services and supports provided to older adults through the county area agencies on aging AND CONTRACTED SERVICE PROVIDERS.
WHEREAS, the Older Americans Act requires the Executive Office on Aging and the county area agencies on aging to establish advisory councils to advise on matters relating to the development of the Hawaii State Plan on Aging, the administration of the plan, and operations conducted under the plan; and
WHEREAS, the Executive Office on Aging provides federal and state funds to each county area agency on aging to administer services and supports to older adults and their caregivers; however, records of advisory council meetings, including agendas and minutes, are not readily accessible; and
WHEREAS, this body finds that the public deserves greater clarity and transparency regarding the payment or transfer of federal and state funds among the Executive Office on Aging, county area agencies on aging, and contracted service providers; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the House of Representatives concurring, that the Executive Office on Aging is requested to require the county area agencies on aging to provide the Executive Office on Aging with a link to post the agenda and minutes of their advisory council meetings on the state Aging and Disability Resource Center website; and
BE IT FURTHER RESOLVED that neither the Executive Office on Aging nor the county area agencies on aging are requested to release any confidential information or to compile any information that is not otherwise routinely collected; and
BE IT FURTHER RESOLVED that the Executive Office on Aging is further requested to take actions to streamline and improve the transparency of the Aging Network partnerships among the Executive Office on Aging, county area agencies on aging, and contracted service providers, specifically targeting:
(1) The contracting process involving the movement of federal and state funds between the Executive Office on Aging and the county area agencies on aging; and
(2) The payment timelines to service providers by the area agencies on aging; and
BE IT FURTHER RESOLVED that the Executive Office on Aging is requested to incorporate into its 2019 annual report to the Legislature:
(1) A section detailing actions taken to streamline and improve the transparency of the Aging Network partnerships among the Executive Office on Aging, county area agencies on aging, and contracted service providers;
(2) A detailed analysis of the contracting process involving the movement of federal and state funds between the Executive Office on Aging and the county area agencies on aging; and
(3) A summary of the payment timelines to service providers by the county area agencies on aging; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Mayor of the City and County of Honolulu, Mayor of the County of Hawaii, Mayor of the County of Kauai, Mayor of the County of Maui, Director of the Executive Office on Aging, City and County of Honolulu Executive of the Elderly Affairs Division, Hawaii County Executive of the
Office on Aging, Maui County Executive of the Office on Aging, Kauai County Executive on Aging, and members of the Hawaii State Legislature Kupuna Caucus.
