HOUSE RESOLUTION

 

 

requesting the department of transportation to study meANs of maximizing the EFFECTIVEness and visibility of road signs along highway 130.

 

 

 

     WHEREAS, Highway 130 on Hawaii Island is a two-lane highway that runs from Kea‘au to Kalapana and is the main thoroughfare in and out of the fastest growing portion of the Puna district; and

 

     WHEREAS, according to the Department of Transportation, 35,700 cars used Highway 130 daily in 2009, compared to 13,000 cars using Highway 130 daily in 1999; and

 

     WHEREAS, due to a variety of factors, including changing geologic conditions, several road signs along Highway 130 are no longer in appropriate locations; and

 

     WHEREAS, overgrown grass and shrubs often obscure road signs along Highway 130, creating a safety hazard; and

 

     WHEREAS, due to inadequate lighting, many areas of Highway 130 are completely dark after nightfall; and

 

     WHEREAS, the need to improve the safety of Highway 130 is urgent because the number of cars travelling the highway will only increase in the years to come; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Department of Transportation is requested to study means of maximizing the effectiveness and visibility of road signs along Highway 130; and

 

     BE IT FURTHER RESOLVED that, as part of its study, the Department of Transportation consider the following factors:

 

     (1)  The number of vehicles using the highway, and their impact on the quality of life of people who reside in areas serviced by the highway;

 

     (2)  The maintenance of the wayside along the highway, including the frequency with which grass and shrubs are cleared or cut;

 

     (3)  The proper placement of road signs along the highway to ensure maximum visibility and safety; and

 

     (4)  The adequacy of lighting along the highway; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior the convening of the Regular Session of 2015; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation and the Mayor of the County of Hawaii.
