HOUSE RESOLUTION

 

 

ENCOURAGING THE Successful NEGOTIATION OF A TRANS-PACIFIC PARTNERSHIP AGREEMENT BETWEEN AUSTRALIA, BRUNEI, CANADA, CHILE, MALAYSIA, MEXICO, NEW ZEALAND, PERU, SINGAPORE, VIETNAM, AND THE UNITED STATES.

 

 

 


     WHEREAS, the State of Hawaii is located in the middle of the Pacific Ocean and forms a bridge between the many nations of Asia, the Pacific, and South America; and

 

     WHEREAS, the State of Hawaii draws economic and cultural strength from its ties with the nations surrounding the Pacific Ocean; and

 

     WHEREAS, the successful hosting of the Asia-Pacific Economic Cooperation (APEC) Leaders' Meeting held in Honolulu, Hawaii in November 2011, demonstrated the benefits of international cooperation and symbolized Hawaii's central role in the Asia-Pacific Century; and

 

     WHEREAS, the Trans-Pacific Partnership comprising Australia, Brunei, Canada, Chile, Malaysia, Mexico, New Zealand, Peru, Singapore, the United States, and Vietnam offers a potential pathway to the APEC goal of free and open trade and investment in the Asia-Pacific region; and

 

     WHEREAS, the Trans-Pacific Partnership Agreement will deepen economic linkages among its members by opening up trade in goods and services, boosting investment flows, and promoting closer links; and

 

     WHEREAS, the Trans-Pacific Partnership will assist in increasing United States exports and providing more and better jobs for Americans as well as residents of the State of Hawaii; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that this body endorses the successful negotiation of a high-quality, broad-based, twenty-first century Trans-Pacific Partnership Agreement between Australia, Brunei, Canada, Chile, Malaysia, Mexico, New Zealand, Peru, Singapore, Vietnam, and the United States, that makes doing business in the region faster, more economical, and easier, and encourages the participation of small- and medium-sized business in trade; and

 

     BE IT FURTHER RESOLVED that this body encourages the United States Congress to favorably consider passage of the Trans-Pacific Partnership Agreement and endeavor to bring negotiations to a successful conclusion by the end of 2013; and

 

     BE IT FURTHER RESOLVED that this body encourages the business community in the State of Hawaii to voice its support for the Trans-Pacific Partnership Agreement and to develop proposals that would create economic opportunities for Hawaii; and

 

     BE IT FURTHER RESOLVED that this body commits to supporting the development and implementation of the Trans-Pacific Partnership Agreement and stands ready to support the hosting of a future negotiating round in Hawaii if called upon to do so; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the President of the United States, the members of Hawaii's Congressional delegation, and the Director of Business, Economic Development, and Tourism, who in turn is requested to transmit certified copies of this Resolution to the heads of the nations and their respective legislative bodies in Australia, Brunei, Canada, Chile, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam.
