HOUSE RESOLUTION
requesting the department of accounting and general services to work with the hawaii emergency medical SERVICES association and other interested organizations to plan and construct a hawaii EMERGENCY responder and good samaritan memorial.
WHEREAS, The National Fallen Firefighter Foundation maintains a physical memorial for fallen firefighters in Emmitsburg, Maryland; and
WHEREAS, The National EMS Memorial Service maintains a physical memorial, the Tree of Life, and has plans for a new, permanent memorial in recognition of aeromedical line of duty deaths in Colorado Springs, Colorado; and
WHEREAS, numerous states and municipalities have firefighter, emergency medical technician, or lifeguard memorials; and
WHEREAS, H.C.R. No. 139, Regular Session of 2010, recognized the profound sacrifices made by law enforcement personnel and laid the groundwork for various organizations to plan and construct a Hawaii Law Enforcement Memorial on land set aside by the Department of Accounting and General Services; and
WHEREAS, Act 14, Session Laws of Hawaii 2011, directed the construction of a state law enforcement memorial in the Capitol District; and
WHEREAS, sixteen emergency responders not covered by the Hawaii Law Enforcement Memorial Foundation have lost their lives in the line of duty in Hawaii; and
WHEREAS, good Samaritans may also make the ultimate sacrifice in their service to the community; and
WHEREAS, with the construction of a Hawaii Emergency Responder and Good Samaritan Memorial, the Legislature, along with the families of fallen emergency responders and good Samaritans, may forever honor their service, which was selflessly given to the people of Hawaii; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Department of Accounting and General Services is requested to work with representatives, or their designees, of the Hawaii Emergency Medical Services Association and other interested organizations to plan and construct the Hawaii Emergency Responder and Good Samaritan Memorial to be located on the grounds of the Hawaii State Capitol; and
BE IT FURTHER RESOLVED that private funds be solicited and used for the memorial's construction; and
BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to coordinate and consider constructing the memorial on the Diamond Head side of the Kalanimoku Building, and to maintain the memorial; and
BE IT FURTHER RESOLVED that the Department of Accounting and General Services is requested to submit a report on its plans, including findings, recommendations, projected costs, and any implementing legislation, to coordinate, construct, and maintain the memorial to the Legislature no later than twenty days prior to the convening of the Regular Session of 2015; and
BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Comptroller, and Hawaii Emergency Medical Services Association.
