HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE ESTABLISHMENT OF THE PEARL CITY REVITALIZATION TASK FORCE.

 

 

 


WHEREAS, the City and County of Honolulu has been improving the Pearl Harbor Historic Trail in an effort to revitalize and ensure safety along the trail; and

 

WHEREAS, the Pearl City Fire Station (Fire Station) is currently located on state-owned land near the popular Pearl Harbor Historic Trail, but will be moving next to the Pearl City Library; and

 

     WHEREAS, the State has a great opportunity to use the vacated Fire Station site to improve the Pearl City area in conjunction with development of the popular Historic Trail bike path as a world-class heritage and recreational corridor; and

 

WHEREAS, it may be advantageous to use the vacated Fire Station land for recreational and educational purposes; and

 

WHEREAS, a task force should be established to consider and study possible future uses of the vacated Fire Station site to best serve the Pearl City community; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the Chairperson of the Board of Land and Natural Resources is requested to establish the Pearl City Revitalization Task Force (Task Force) to be placed in the Department of Land and Natural Resources for administrative purposes; and

BE IT FURTHER RESOLVED that the Task Force study future uses for the vacated Fire Station site, including recreational and educational uses, such as bicycle rental and maintenance stations and a Pearl City historic museum; and

 

     BE IT FURTHER RESOLVED that the Task Force shall consist of eight members as follows:

 

     (1)  The Chairperson of the Board of Land and Natural Resources, or the Chairperson's designee, who shall serve as the chairperson of the Task Force;

 

     (2)  A senator selected by the President of the Senate;

 

     (3)  A representative selected by the Speaker of the House of Representatives;

 

     (4)  The City and County of Honolulu Council Member representing District 8, or the Council Member's designee;

 

     (5)  The Fire Chief of the City and County of Honolulu Fire Department, or the Fire Chief's designee;

 

     (6)  The Chairperson of the Pearl City Neighborhood Board, or the Chairperson's designee;

 

     (7)  The Chairperson of the Friends of the Pearl Harbor Historic Trail, or the Chairperson's designee; and

 

     (8)  The principal of Lehua Elementary School, or the principal's designee; and

    

     BE IT FURTHER RESOLVED that all members of the Task Force be selected or designated within 30 days of adjournment sine die of the Regular Session of 2018 and that the Task Force convene its initial meeting within 30 days of selection or designation of the last member; and

 

     BE IT FURTHER RESOLVED that no member shall be made subject to chapter 84, Hawaii Revised Statutes, solely because of that member's participation as a member of the Task Force; and

     BE IT FURTHER RESOLVED that the Task Force shall be exempt from chapter 92, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that the Task Force submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2020; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, the City and County of Honolulu Council Member representing District 8, the Fire Chief of the City and County of Honolulu Fire Department; the Chairperson of the Pearl City Neighborhood Board; the President of the Aiea Community Association; the Chairperson of the Friends of the Pearl Harbor Historic Trail; and the Principal of Lehua Elementary School.
