HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF HEALTH TO CONDUCT A STUDY OF THE BEST MANAGEMENT PRACTICES IN ADULT CARE HOMES.

 

 

 


     WHEREAS, adult care homes provide the vital service of assisted living to the elderly population and disabled adults, allowing the individual to experience a sense of self-fulfillment and a personalized living experience; and

 

     WHEREAS, the elderly population is rapidly growing and expected to increase to seventy-two million older persons by the year 2030; and

 

     WHEREAS, in 2010, according to the Executive Office on Aging, approximately 20.4 percent of the State's total population was 60 years of age or older and approximately 2.2 percent of the State's total population was 85 years of age or older and these numbers are expected to rise to 25.8 percent and 2.7 percent, respectively, by the year 2020; and

 

WHEREAS, the State has currently more than 200 registered adult care homes that often times provide assisted living services to more than one individual; and

 

     WHEREAS, the vulnerability of the elderly and disabled adult population may cause them to be more susceptible to physical, emotional, and sexual abuse by caregivers or other patients; and

 

     WHEREAS, the potential increase in the threat of sexual abuse requires further efforts to ensure the safety of the vulnerable elderly and disabled adult population; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the Department of Health is requested to conduct a study of the best management practices to be used in adult care homes, focusing particularly on practices to ensure the protection and safety of vulnerable residents from any type of violence that may be committed by staff or other patients or individuals; and

 

     BE IT FURTHER RESOLVED that the Department of Health is requested to report findings and recommendations to the Legislature no later than 20 days before the convening of the 2015 Regular Session.

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Health.
