HOUSE CONCURRENT

RESOLUTION

 

 

requesting the high technology development corporation to establish A hydrogen FUELING STATION demonstration project.

 

 

 


     WHEREAS, the United States imports about half of its petroleum, two-thirds of which is used to fuel vehicles in the form of gasoline and diesel; and

 

     WHEREAS, much of the worldwide petroleum reserves are located in politically volatile countries, placing the United States at risk of supply disruptions; and

 

     WHEREAS, imported petroleum accounts for nearly ninety percent of Hawaii's current energy requirements; and

 

     WHEREAS, Hawaii's economic and environmental sustainability are dependent on finding cheaper, more effective ways of providing fuel and energy; and

 

     WHEREAS, about half of the United States population lives in areas where air pollution levels are high enough to negatively impact public health or the environment; and

 

     WHEREAS, emissions such as nitrogen oxides, hydrocarbons, and particulate matter from gasoline and diesel vehicles are a major source of this pollution; and

 

     WHEREAS, hydrogen-powered fuel cell vehicles emit none of these harmful substances; and

 

     WHEREAS, hydrogen has the highest energy content by weight of any fuel; and
     WHEREAS, hydrogen fuel cell cars are quiet, energy efficient, and zero-emission and have comparable ranges to their gasoline counterparts; and

 

     WHEREAS, most automakers have placed fuel cell vehicles with customers and many plan to introduce fuel cell vehicles to the early commercial market around 2015; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, the Senate concurring, that the High Technology Development Corporation is requested to establish a five-year hydrogen fueling station demonstration project, beginning July 1, 2013, and terminating on June 30, 2018; and

 

     BE IT FURTHER RESOLVED that the demonstration project be operated through public and private partnerships established by the High Technology Development Corporation with other state, county, and private entities; and

 

     BE IT FURTHER RESOLVED that the High Technology Development Corporation is requested to submit an annual report, including any proposed legislation, to the Legislature no later than 20 days prior to the convening of the Regular Sessions of 2014 through 2018; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Executive Director of the High Technology Development Corporation.
