HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF TRANSPORTATION TO BEGIN CONSTRUCTION OF THE LEEWARD BIKEWAY IN 2016.

 

 

 


     WHEREAS, in 1980, the right-of-way for the Leeward Bikeway on the island of Oahu was transferred from the United States government to the State of Hawaii; and

 

     WHEREAS, in 1995, the Legislature appropriated funds for the Leeward Bikeway; and

 

     WHEREAS, in the 2006 General Election, seventy-two per cent of Oahu residents voted to amend the Revised Charter of Honolulu to make Oahu more pedestrian- and bicycle-friendly; and

 

     WHEREAS, community advocates have spent considerable time pursuing the completion of the multi-use path that links the Pearl Harbor Historic Trail to Nanakuli; and

 

     WHEREAS, the multi-use path will give Leeward Oahu residents another transportation option to work and school; and

 

     WHEREAS, the Department of Transportation has $9,000,000 programmed in 2016 for construction of Phase I of the project; and

 

     WHEREAS, pursuant to section 106 of the National Historic Preservation Act, as codified in 54 United States Code 306108, before the United States Federal Highway Administration may expend funds to assist the State with the Leeward Bikeway project, the Federal Highway Administration is required to take into account the effect of the undertaking on historic property; and

 

     WHEREAS, the Federal Highway Administration has delegated its responsibility to coordinate with consulting parties regarding compliance with section 106 of the National Historic Preservation Act to the Department of Transportation; and

 

     WHEREAS, the Department of Transportation and the Federal Highway Administration are willing to cooperate and coordinate with all relevant parties to complete the section 106 process so that construction of the Leeward Bikeway may commence; and

 

     WHEREAS, the provision of viable transportation alternatives for Leeward Oahu residents is encouraged; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the Senate concurring, that the Department of Transportation is requested to begin construction of the Leeward Bikeway in 2016; and

 

     BE IT FURTHER RESOLVED that the Department of Transportation is requested to report to the Legislature on the progress of construction no later than twenty days before the convening of the Regular Session of 2017; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Transportation and the Administrator of the Federal Highway Administration.
