HOUSE CONCURRENT

RESOLUTION

 

 

urging hospitals and other medical centers in Hawaii, such as state hospitals, Tripler Army Medical Center, The Queen's Health Systems hospitals, Hawaii Pacific Health hospitals, and Kaiser Permanente hospitals, to give a hiring preference to newly licensed nurses to create more employment opportunities for graduates of nursing schools in Hawaii.

 

 

 


     WHEREAS, a 2018 study by the Medicare Health Plans has found that there are only 1.9 nurses per 1,000 people in Hawaii; and

 

WHEREAS, the nursing shortage in the State has been a major issue for fifteen years; and

 

     WHEREAS, the State responded to this shortage in nurses by creating more nursing schools in Hawaii, which created a large pool of newly licensed registered nurses; and

 

     WHEREAS, most nurses who have graduated from a nursing school in Hawaii are unable to find a full-time position as a nurse in a local hospital or other medical center due to their lack of recent experience; and

 

WHEREAS, these newly graduated nurses often have to serve as volunteers and hope that they will be offered a full-time position or pursue other professions in order to meet their financial obligations; and

 

     WHEREAS, hospitals and other medical centers in Hawaii routinely hire out-of-state nurses who have more work experience than nurses who recently graduated from a nursing school in Hawaii; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Senate concurring, that hospitals and other medical centers in Hawaii, such as state hospitals, Tripler Army Medical Center, The Queen's Health Systems hospitals, Hawaii Pacific Health hospitals, and Kaiser Permanente hospitals, are urged to give a hiring preference to newly licensed nurses to create more employment opportunities for graduates of nursing schools in Hawaii; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, Hospital Commander of Tripler Army Medical Center, President and Chief Executive Officer of The Queen's Health Systems, President and Chief Executive Officer of Hawaii Pacific Health, and President of Kaiser Foundation Health Plan and Hospitals of Hawaii.
