A BILL FOR AN ACT
RELATING TO A MIXED-USE RESIDENTIAL PROJECT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that there are underutilized parcels of state land in the urban core of Honolulu that could be developed into mixed-use residential projects providing space for government offices, social services, and affordable rental housing. 902 Alder Street, Honolulu, Oahu, which is currently set aside by executive order to the juvenile court of the first circuit, is one such parcel.
The legislature further finds that the judiciary and the Hawaii housing finance and development corporation have entered into a memorandum of agreement to develop a juvenile services center that would be integrated with a mixed-use residential project that provides an affordable rental housing project for working families at 902 Alder Street. The juvenile detention center would provide services, programs, and shelter to assist juveniles and their families who are entering the juvenile justice system in order to minimize their time and entrance into the system. The housing component of the mixed-use project would provide approximately one hundred eighty units for lower-income families.
The legislature finds that this mixed-use residential project could serve as a model for future development of under-utilized state land and demonstrate how multiple public purposes can be achieved through joint cooperative agreements between state entities.
The purpose of this Act is to authorize the issuance of general obligation bonds and appropriate funds to finance the judiciary's portion of this project: the plans, design, and construction of a juvenile services center that is a part of the mixed-use residential project at 902 Alder Street, Oahu. The residential portion of this project that provides affordable rental housing for working families will be financed through existing affordable housing financing resources.
SECTION 2. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the purpose of plans, design, and construction for the juvenile services center portion of the mixed-use residential project that is situated on state land currently set aside by executive order to the juvenile court of the first circuit and located at 902 Alder Street, Honolulu, Oahu, as follows:

The sum appropriated shall be expended by the Hawaii housing finance and development corporation for the purposes of this Act.
SECTION 3. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2050.
