A BILL FOR AN ACT

 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Hawaii educational policy center provides objective, data-based information in the form of policy briefs, reports, articles, and forums bearing on public and private education policy and practices at all levels.  The center uses data sources such as the United States Census, the National Center for Education Statistics, and the state department of education.  The target audiences for the center's publications and events are educators, policymakers, and other education stakeholders in the State.  The center works closely with the dean of the University of Hawaii college of education and other stakeholders to provide quality research and analysis.  The center conducts, sponsors, commissions, and coordinates analytical studies that inform policy discussions.

     The Hawaii educational policy center services include:

     (1)  Developing, implementing, and managing research, evaluation activities, and programs related to educational policy;

     (2)  Developing and managing symposiums and community forums to inform the public and decisionmakers of the research relating to policy issues;

     (3)  Informing policymakers of how current research conducted in Hawaii and elsewhere impacts policy through policy briefs and research reports;

     (4)  Preparing and providing testimony on relevant educational issues for legislative hearings; and

     (5)  Assisting the educational community in efforts to understand the State's legislative and administrative systems so as to more effectively provide timely and well-informed input.

     The legislature finds that the Hawaii educational policy center provides the infrastructure necessary for data-based decisionmaking by Hawaii's education policy makers.

     The purpose of this Act is to fund research and policy analysis by the Hawaii educational policy center on issues of importance to the University of Hawaii, the college of education at the University of Hawaii, the dean of the college of education at the University of Hawaii, the board of education, the public charter school commission, the legislature, and other key stakeholders in education.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for the Hawaii educational policy center to conduct research and policy analysis on education issues to inform and assist the education community, including the legislature and educational institutions within the State.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2030.

Appropriates an unspecified amount in general funds for the Hawaii Educational Policy Center for each fiscal year of fiscal biennium 2013-2015 to conduct research and policy analysis on education issues.  Effective July 1, 2030.  (HB719 HD2)
