A BILL FOR AN ACT

 

 

RELATING TO SHIPPING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the department of business, economic development, and tourism, for administrative purposes, a working group to study and consider ways to reduce the time and cost of shipping goods to Oahu from Molokai, Lanai, and Hana, Maui and to recommend solutions.

     (b)  The working group shall consider strategies for reducing the time and cost of shipping, including:

     (1)  Amending any existing statute, administrative rule, or ordinance;

     (2)  The feasibility of alternative modes of transportation or other means of shipping freight between islands;

     (3)  Reducing taxes;

     (4)  Creating tax incentives; and

     (5)  Any other issues the working group considers appropriate.

     (c)  The working group shall comprise the following members, or their respective designees:

     (1)  The director of business, economic development, and tourism or the director's designee;

     (2)  The director of transportation or the director's designee;

     (3)  The director of taxation or the director's designee;

     (4)  The chairperson of the board of agriculture or the chairperson's designee;

     (5)  A county official from the county of Maui, or the county official's designee, to be appointed by the mayor of the county of Maui;

     (6)  A representative from the shipping industry, to be appointed by the speaker of the house of representatives;

     (7)  A representative from the airline industry, to be appointed by the president of the senate;

     (8)  A member representing the island of Molokai appointed by the president of the senate;

     (9)  A member representing the island of Lanai appointed by the governor; and

    (10)  A member representing the community of Hana, Maui, appointed by the speaker of the house of representatives.

     (d)  The members of the working group shall designate a chairperson from among their members and shall serve without compensation, but shall be reimbursed for necessary expenses, including travel expenses, incurred in the performance of official duties.

     (e)  The department of business, economic development, and tourism shall provide all administrative, technical, professional, and clerical support required by the working group for matters pertaining to this Act.

     (f)  No member of the working group shall be made subject to chapter 84, Hawaii Revised Statutes, solely because of that member's participation as a member of the working group.

     (g)  The working group shall report to the legislature its findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the regular session of 2014.

     (h)  The working group shall cease to exist on June 30, 2014.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2013-2014 for necessary resources to study and examine options and assess possible incentives to improve the timely shipping of goods from Lanai, Molokai, and Hana, Maui to Oahu.

     The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2020.
