A BILL FOR AN ACT

 

 

relating to conservation and resourceS enforcement.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The enforcement officers of the division of conservation and resources enforcement (DOCARE) have the daunting task of enforcing the rules of the department of land and natural resources and monitoring state and county parks, historic and cultural sites, forests, wildlife and marine life, sanctuaries, public fishing areas, boating, ocean recreation and coastal programs, game management and public hunting areas, and natural area reserves scattered across 3,200,000 acres of conservation and state-owned lands, three million acres of ocean, and seven hundred fifty miles of coastline.

     The DOCARE volunteer officer program was established in 1973, but has declined over the years to the point that it is no longer actively recruiting any new volunteers.  Recruiting and training new volunteer officers is a cost-effective way to assist DOCARE in its mission of protecting the State's natural, cultural, and historic resources.

     The purpose of this Act is to re-establish and revitalize the DOCARE volunteer officer program to support DOCARE's mission in a cost-effective manner by appropriating funds for recruiting and training new volunteer officers.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000 or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 to re-establish and revitalize the division of conservation and resources enforcement's volunteer officer program by recruiting and training new volunteer officers.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2017.
