A BILL FOR AN ACT

 

 

RELATING TO INVASIVE SPECIES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that rose ringed parakeets are an invasive species that threaten the environment of Hawaii.  The legislature further finds that colonies of rose ringed parakeets have reached alarming levels on Kauai.  The legislature additionally finds, however, that the Hawaii invasive species council explained that work on pilot project solutions on Kauai have been put on hold due to a lack of funding.

     Therefore, the purpose of this Act is to:

     (1)  Establish an interagency task force to develop short-, medium-, and long-term solutions to address the rose ringed parakeet proliferation; and

     (2)  Appropriate funds to the department of land and natural resources for population control and eradication of rose ringed parakeets across Hawaii.

     SECTION 2.  (a)  There is established a rose ringed parakeet interagency task force within the department of agriculture for administrative purposes to consist of the following members, or their designees:

     (1)  The chairperson of the board of agriculture, who shall serve as the chairperson of the task force;

     (2)  The director of business, economic development, and tourism;

     (3)  The director of health;

     (4)  The chairperson of the board of land and natural resources;

     (5)  The director of transportation; and

     (6)  The mayor of each county.

The chairperson of the task force may invite other persons, including representatives of the federal government, legislature, and private sector to be members of the task force.

     (b)  The task force shall serve until it has accomplished the objectives of the task force in subsection (c) or twenty days prior to the convening of the regular session of 2024, whichever occurs first.

     (c)  The task force shall develop short-, medium-, and long-term solutions to address the rose ringed parakeet proliferation across the State.  The solutions shall include:

     (1)  Any necessary legislative action; and

     (2)  Identification of avenues of research in collaboration with international partners that have or are also facing rose ringed parakeets as an invasive species.

     (d)  The task force shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2024.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for population control and eradication of rose ringed parakeets across Hawaii.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 4.  This Act shall take effect on June 30, 3000.
