A BILL FOR AN ACT

 

 

RELATING TO THE UNIVERSITY OF HAWAII SYSTEM.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to part IV to be appropriately designated and to read as follows:

     "§304A-     Hawaii institute of marine biology; stewardship of aquaculture and marine protected areas.  The Hawaii institute of marine biology may establish a research program to work in collaboration with the federal government for the stewardship of aquaculture and marine protected areas.  The Hawaii institute of marine biology shall perform activities including the following:

(1)  Conducting research and cataloging scientific data on the Northwestern Hawaiian Islands reserve area;

     (2)  Seeking available federal funds and grants to assist in supporting the program; and

(3)  Consulting with experts on native Hawaiian aquaculture and marine ecosystems in areas including fishing practices and ocean and atmospheric conditions."

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $        or so much thereof as may be necessary for fiscal year 2013-2014 and the same sum or so much thereof as may be necessary for fiscal year 2014-2015 for the Hawaii institute of marine biology to establish the research program authorized under this Act; provided that no moneys appropriated by this Act shall be expended unless matched dollar-for-dollar with federal funds.

     The sums appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 3.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect on July 1, 2013.

Description:

Authorizes the establishment of a research program on the stewardship of aquaculture and marine protected areas at the Hawaii Institute of Marine Biology.  Appropriates funds on a matching basis with federal funds.  Effective July 1, 2013.  (HB499 HD1)
