A BILL FOR AN ACT

 

 

RELATING TO HOUSING.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that there is a severe shortage of qualified teachers in public school classrooms.  Each year, the department of education looks for approximately one thousand two hundred teachers to fill vacancies.  For the 2018-2019 school year, there were one thousand twenty-nine vacancies throughout the State, which is an increase from one thousand eleven during the 2017-2018 school year.

     The legislature further finds that the high cost of living and lack of affordable housing are major factors that contribute to teachers leaving the profession or leaving the State entirely.  According to the department of education's employment report for the 2020-2021 school year, 57.2 per cent of teachers who resigned cited "leaving Hawaii" as the primary reason for their resignation.

     The legislature also finds there is a need to reassess and repurpose underutilized facilities to increase affordable housing units.  In 2011, the board of education closed Queen Liliuokalani elementary school, a 2.67-acre parcel identified as TMK No. 3-2-037:027.  The 2.67-acre parcel is located along the Waialae corridor next to the Kaimuki small business district and is within a two-mile radius of three public elementary schools, two public middle schools, and two public high schools.  Given its proximity to seven public schools, existing infrastructure, and ownership by the State, the 2.67-acre parcel should be considered for redevelopment for teacher and workforce housing.

     The purpose of this Act is to require the school facilities authority to conduct a feasibility study for the development of teacher and workforce housing at the Queen Liliuokalani elementary school property.

     SECTION 2.  The school facilities authority shall:

     (1)  Conduct a feasibility study for the development of teacher and workforce housing at the Queen Liliuokalani elementary school property; and

     (2)  Submit the feasibility study to the governor and legislature no later than twenty days prior to the convening of the regular session of 2024.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the feasibility study required by section 2 of this Act.

     The sums appropriated shall be expended by the school facilities authority for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 3000.
