A BILL FOR AN ACT

 

 

RELATING TO AGRICULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Hawaii community college agriculture program prepares students for employment in government service as well as the agribusiness, horticulture, livestock, flowers and foliage, landscaping, macadamia nut, papaya, and coffee industries.

     The legislature also finds that Hawaii community college has a cooperative relationship with the University of Hawaii at Hilo to use approximately one acre of land at the university's agricultural farm.  This agricultural farm serves as a live instructional laboratory for experiential learning.  In addition, the Hawaii community college agriculture program collaborates with the college's culinary arts program in a robust farm-to-table effort.

     Furthermore, fruits and vegetables grown at the University of Hawaii at Hilo's agricultural farm are served by the college's culinary arts program through on-campus dining facilities.  In turn, students in the culinary arts program spend time on the agricultural farm learning where raw foods originate from and what is required to bring these foods to the kitchen.

     Currently, production at the University of Hawaii at Hilo's agricultural farm is unable to meet demand.  The legislature believes that the island of Hawaii has the potential to be a strong agricultural contributor to the State, and that it is important to invest more fully in student agricultural learning opportunities.  In addition to other potential agriculture benefits, the island of Hawaii offers nutrient rich soil, a tropical climate, and an abundance of affordable land.  Accordingly, the purpose of this Act is to appropriate funds for the study of existing agriculture programs as well as new agriculture opportunities on the island of Hawaii in order to develop a holistic approach to the growth of agriculture and agricultural learning opportunities on the island of Hawaii.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the Hawaii community college and University of Hawaii at Hilo, in collaboration with the Department of Agriculture and the Agribusiness Development Corporation, to study:

     (1)  Areas in which the agriculture programs at Hawaii community college and the University of Hawaii at Hilo can collaborate to maximize resource efficiency and minimize redundancy;

     (2)  New agriculture opportunities on the island of Hawaii; and

     (3)  The development of a holistic approach to the growth of agriculture and agricultural learning opportunities on the island of Hawaii;

provided that Hawaii community college shall submit a report to the legislature no later than twenty days before the convening of the regular session of 2018 regarding the findings of the study, including any proposed legislation.

     The sums appropriated shall be expended by Hawaii community college for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2050.

Makes an appropriation to the Hawaii community college for the Hawaii community college and University of Hawaii at Hilo, in collaboration with the Department of Agriculture and the Agribusiness Development Corporation, to study agriculture and agricultural learning opportunities on the island of Hawaii.  Requires the Hawaii community college to submit a report to the legislature.  Effective 7/1/2050.  (SD1)
