A BILL FOR AN ACT

 

 

relating to physical education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that it is important for children to develop healthy lifelong habits while they are young.  Schools, and the communities they serve, must be involved in encouraging those healthy habits.

Accordingly, the purpose of this Act is to establish a working group to assess the sufficiency of physical education resources and opportunities in the State's kindergarten through elementary grade public schools.  The working group will also examine ways to involve the communities that are served by those schools, including community and nonprofit groups, to seek solutions that are widely acceptable.

SECTION 2.  (a)  The department of education shall convene a working group to assess the sufficiency of physical education resources and opportunities in the State's kindergarten through elementary grade public schools, including but not limited to:

     (1)  The number of available and filled positions related to physical education;

     (2)  The sufficiency of resources available for physical education;

     (3)  The utilization and effectiveness of resources available for physical education;

     (4)  Whether opportunities for physical education should be increased; and

     (5)  Whether the number of positions related to physical education should be increased.

     (b)  The working group shall comprise sixteen members, including:

     (1)  The superintendent of education, who shall serve as chairperson; and

     (2)  The complex area superintendent of each of the State's fifteen complex areas.

     (c)  The working group shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2017.

     (d)  The working group shall be dissolved upon the submission of its report.

     SECTION 3.  This Act shall take effect on July 1, 2016.
