A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FOURTH REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $31,500,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of financing capital improvement projects for the fourth representative district, as follows:

1.   County of Hawaii

     A.   Puna, Hawaii

Construction of a bypass road between Keaau and Hawaiian paradise park.

                        Total funding               $15,000,000

     B.   Champagne ponds, Kapoho, Hawaii

Construction of a restroom with solar composting toilets.

                        Total funding                 $300,000

     C.   Pahoa, Hawaii

Planning, design, and construction of a wastewater treatment plant.

              Total funding               $15,000,000

     D.   Bay clinic, Keaau, Hawaii

Land improvements and construction of a new bay clinic facility in Keaau.

                        Total funding                 $350,000

2.   Department of education

     A.   Pahoa elementary school, Pahoa, Hawaii

          Improvements and repair of             covered walkways

                        Total funding                  $200,000

3.   Department of land and natural resources

     A.   Milolii, Hawaii

Construction of a photovoltaic electrical and water system for the Paa Pono Milolii community center.

                        Total funding                  $350,000

     B.   Pohoiki boat ramp, Kapoho, Hawaii

          Construction of the Pohoiki boat      ramp in Kapoho.

                        Total funding                 $300,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2018, shall lapse as of that date.

     SECTION 3.  The sum appropriated shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2016.
