A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the sixth representative district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $103,481,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2016-2017 for the purpose of capital improvement projects for the sixth representative district, as follows:

1.   Department of transportation

     A.   Kona international airport.

          Planning, design, and construction of a new international arrivals terminal.

                    Total funding                  $50,000,000

2.   University of Hawaii

     A.   Construction of a new classroom complex (phase II) at Hawaii community college Palamanui campus.

                   Total funding                  $20,000,000

     B.   Interior space planning and furnishings for administrative and staff offices at Hawaii community college Palamanui campus.

                   Total funding                     $300,000

     C.   Infrastructure improvements including parking, lighting, and shade at Hawaii community college Palamanui campus.

                   Total funding                     $500,000

     D.   Plans and feasibility study for a university teaching hospital in north Kona.

                   Total funding                   $2,000,000

3.   Department of business, economic development, and tourism

     A.   Natural energy laboratory of Hawaii authority.

          Design and construction of seawater system upgrades and improvements.

                   Total funding                   $5,200,000

4.   Department of Hawaiian home lands

     A.   Laiopua 2020.

          Water resource development for community villages.

                   Total funding                   $5,500,000

     B.   Construction of community center.

                   Total funding                   $2,900,000

5.   Department of health

     A.   Kona community hospital.

          Planning, demolition, renovations, and construction of facility.

                   Total funding                   $5,000,000

6.   Charter school commission

     A.   West Hawaii explorations academy.

          Design and construction of a servery and food science lab buildings.

                   Total funding                   $1,525,000

     B.   Innovations public charter school.

          Design and construction for a community recreational center for arts, drama, and music programs equipped with a commercial kitchen.

              Total funding                          $750,000

7.   Department of education

     A.   Kealakehe high school.

     (1)  Design and construction of all-weather synthetic track.

                        Total funding                $750,000

     (2)  Design and construction for football and soccer field improvements.

                   Total funding                     $300,000

     B.   Kealakehe intermediate school.

     (1)  Landscape common area between F building and main parking lot.

                   Total funding                      $35,000

     (2)  Install security gates on building 1 (physical education locker room).

                   Total funding                     $106,000

     C.   Kealakehe elementary school.

     (1)  Air conditioning/climate control for all classrooms.

                   Total funding                      $20,000

     (2)  Air conditioning/climate control for dining room.

                   Total funding                      $30,000

     D.   Kahakai elementary school.

     (1)  Kahakai access road improvements:  repaving, striping, crosswalks, signs, speedbumps.

                   Total funding                     $355,000

     (2)  Connecting bridge walkway between building A and building B for disabled access compliance.

                   Total funding                   $1,100,000

     E.   Holualoa elementary school.

     (1)  Design and construction of two modular classroom buildings, including site works.

                        Total funding              $1,000,000

     (2)  Pedestrian buffer improvements for student safety along easement road running through middle of campus.

                        Total funding                $800,000

8.   Department of defense

     A.   Planning and design for a new veterans' center in west Hawaii, including provisions for a new veterans' administration center and a community-based outpatient clinic.

                        Total funding                $800,000

9.   Department of land and natural resources

     A.   Honokohau small boat harbor improvements phase 3.

          Mobilization and demobilization             $120,000

          Trench drain                                $300,000

          Drywell                                     $175,000

          Concrete swale                              $135,000

          Grading                                     $425,000

          AC pavement with striping                 $1,445,000

          Upgrade and extend electrical

          system and lighting                       $1,500,000

          Contingency                                 $410,000

                        Total funding              $4,510,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2018, shall lapse as of that date.

     SECTION 3.  The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the appropriate expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2016.
