A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the forty-fifth representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $46,298,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 for the purpose of improving the following school facilities in the forty-fifth representative district.
I. To be expended by the department of education:
1. Leilehua high school, Oahu
Design and construction of a three-story building consisting of twelve classrooms.

A. Planning, design, and construction to pave back parking lot.

A. Planning, design, and construction to redirect water runoff from hill to prevent debris buildup under bridge on way to Waialua high and intermediate school, a portion of which connects Goodale avenue and Kuhi street via Farrington highway; clear sidewalk of existing debris.

SECTION 2. The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 3. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 4. This Act shall take effect on July 1, 2014.
