A BILL FOR AN ACT

 

 

relating to homelessness.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  There is established within the department of human services the homeless emergency action response team program.

     (b)  The homeless emergency action response team program shall cooperate with each of the counties to respond to requests from the counties for assistance relating to encampments of homeless persons.

     (c)  The homeless emergency action response team established pursuant to this section shall include case workers from the department of human services, who shall work with county agencies, including police departments, to address homelessness and encampments of homeless persons in the counties.

     (d)  The homeless emergency action response team program shall provide assistance to a county in response to a request from the county's mayor for assistance.  The mayor of each county that participates in the homeless emergency action response team program shall be responsible for reporting the existence of an encampment of homeless individuals for which the county requests assistance.

     (e)  Each county that requests assistance from the homeless emergency action response team program shall authorize expenditures for the purposes of this section; provided that the department of human services shall authorize expenditures that are matched by expenditures authorized by a county.

     SECTION 2.  The homeless emergency action response team program shall submit a report to the legislature not later than twenty days prior to the convening of each regular session on its activities.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $     or so much thereof as may be necessary for fiscal year 2016-2017 for the department of human services to establish and operate the homeless emergency action response team program.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2016, and shall be repealed on June 30, 2021.
