A BILL FOR AN ACT

 

 

relating to the hawaii internet crimes against children task force.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the internet is a valuable tool that can enrich our lives and provide valuable learning and communication experiences for children.  However, it is important to remember that cyberspace contains dangers that must be recognized and respected. 

The legislature further finds that the Hawaii internet crimes against children task force was established in response to the increasing number of children and teenagers using the internet and other technology that heightened online activity by predators.  The task force supports prevention of these dangers, educates the community, and supports victim services.  The task force also develops internet education, safety programs, and information for Hawaii's children, parents, and teacher.  If prevention efforts fail, the task force will also investigate and prosecute persons who victimize children through the use of computers and the internet.

The purpose of this Act is to appropriate funds for the task force and to require that the task force submit a report of its activities to the legislature.

SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $500,000 or so much thereof as may be necessary for fiscal year 2018-2019 for the Hawaii internet crimes against children task force; provided that, not later than twenty days prior to the regular session of 2019, the task force shall submit a report of its activities to the legislature that shall include:

     (1)  A description of all uses of the moneys appropriated under this Act;

     (2)  The number of investigations conducted;

     (3)  The number of convictions obtained; and

     (4)  The availability of federal funds for use by the task force.

     The sum appropriated shall be expended by the department of the attorney general for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2018.
