A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the sixth representative district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $156,162,875 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2018-2019 for the purpose of financing capital improvement projects for the sixth representative district, as follows:

1.  To be expended by the department of Hawaiian home lands

    A.  North Kona exploratory well.

Total funding               $ 7,000,000

2.  To be expended by the University of Hawaii

    A.  Hawaii Community College at Palamanui

Design and construction of

outdoor learning area improvements.

Total funding           $ 2,698,750

    B.  Hawaii Community College at Palamanui

Design and construction of

outdoor dining area improvements.

                        Total funding               $ 1,058,125

3.  To be expended by the department of education

    A.  Kealakehe elementary school

        Air conditioning for all classrooms.

                        Total funding               $    26,000

     B.  Kealakehe elementary school

        New classroom building.

                        Total funding               $15,000,000

     C.  Kealakehe elementary school

         Cooking kitchen.

                        Total funding               $ 1,350,000

     D.  Kealakehe high school

         Design for performing arts

and student activity center.

                        Total funding               $ 1,000,000

     E.  Kealakehe intermediate school

         Roof cover for play court.

                        Total funding               $ 1,800,000

     F.  Kealakehe intermediate school

        Construction of

aquaponics/hydroponics area.

                        Total funding               $   650,000

     G.  Holualoa elementary school

        Design and construction of

portable classroom.

                        Total funding               $   600,000

     H.  Kahakai elementary school

         Roof cover for play court.

                        Total Funding               $ 1,250,000

     I.  Kahakai elementary school

        Elevated second story walkway

from building A to building B.

4.  To be expended by the department of health

     A.  Kona community hospital

        Upgrades to mechanical

and air-conditioning units.

                        Total funding               $ 3,000,000

     B.  Kona community hospital

        Operating room renovations

and helipad construction.

                        Total funding               $ 3,000,000

     C.  Kona community hospital

         Emergency department renovations.  

                        Total funding               $ 2,000,000

     D.  Kona community hospital

         Remodeling of cancer center.

                        Total funding               $ 1,000,000

5.  To be expended by the judiciary

A.   Kona courthouse

Furniture, fixtures, and equipment

                        Total funding               $ 5,800,000

6.  To be expended by the department of defense

A.  Construction of West Hawaii

veteran's center.

                        Total funding               $12,500,000

7.  To be expended by the department of land and natural resources

     A.  Honokohau small boat harbor

         Wastewater systems upgrades.

                        Total funding               $ 3,800,000

     B.  Honokohau small boat harbor

         Phase 3 improvements.

                        Total funding               $ 2,500,000

     C.  Honokohau small boat harbor

        New electrical system.

                        Total funding               $ 4,400,000

     D.  Kailua-Kona Wharf

        Loading platform repairs.

                        Total funding               $ 1,200,000

     E.  Honuaula Forest Preserve

        Fence improvements and

access road improvements.

                        Total funding               $ 1,300,000

     F.  Kipahoehoe Natural Area Reserve

         Mauka boundary fencing.

     G.  Magoon house complex at

Kekaha Kai state park

Rehabilitation of historic Kaelemakule

8.  To be expended by the department of business, economic development, and tourism

     A.  Natural energy laboratory of Hawaii authority

         Planning and design to

remove abandoned deep sea pipelines.

                        Total funding               $   500,000

     B.  Natural energy laboratory of Hawaii authority

Planning and design for Kona

regional seawater air conditioning.

                             Total funding           $   250,000

     C.  Natural energy laboratory of Hawaii authority

Planning and design for HOST

Park and non-potable water well.

                        Total funding               $   100,000

9.  To be expended by the department of transportation

     A.  Ellison Onizuka Kona

International Airport at Keahole

        Federal inspection station.

                        Total funding               $69,000,000

     B.  Ellison Onizuka Kona

International Airport at Keahole

Restroom renovation.

                        Total funding               $ 6,600,000

     C.  Ellison Onizuka Kona

International Airport at Keahole

New administrative building.

                             Total funding           $ 1,500,000

     D.  Queen Kaahumanu Highway

         Highway widening.                      

                        Total funding               $ 1,000,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2020, shall lapse as of that date.

     SECTION 3.  The sum appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2018.
