A BILL FOR AN ACT

 

 

relating to radiation levels.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The department of health shall implement a radiation monitoring pilot project that shall:

     (1)  Measure and monitor radiation levels in items such as food, dairy products, rainwater, aquifers, and drainage ditches that may be susceptible to increased radiation levels due to the March 11, 2011, Fukushima nuclear disaster; and

     (2)  Post periodic reports on the department's website of those radiation levels and their significance to the State.

     (b)  The pilot project shall commence on July 1, 2014, and shall terminate on June 30, 2019.

     (c)  The department shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2019.  The report shall include a recommendation on whether the pilot project should be continued, modified, or terminated.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2014-2015 for equipment acquisition, staff training, and website development.

     The sum appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2014.
