A BILL FOR AN ACT

 

 

RELATING TO THE CAPITAL IMPROVEMENT PROJECT FOR THE BENEFIT OF ALL PUBLIC SCHOOLS IN THE FIFTIETH REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


SECTION 1.  The legislature finds that the Windward district has been experiencing an alarming increase in break-ins, robberies, and other property crimes, particularly around public schools.  Installing security lighting can be a quick and effective way to immediately reduce crime around schools.  In one study, the National Institute of Justice found that improving lighting in parking lots, college campuses, and other outdoor areas reduced property crimes up to 20 percent. 

     The purpose of this Act is to appropriate funds to install security lighting on buildings and grounds at Windward public schools in order to help keep the community safe and reduce crime.

     SECTION 2.  The following sums, or so much thereof as shall be sufficient to finance the projects listed in this Act, are hereby appropriated out of the general revenues of the State of Hawaii for fiscal year 2018-2019:

1.   To be expended by the department of education:

A.   Aikahi elementary, Kailua elementary, Kainalu elementary, Mopaku elementary, Kainalu intermediate, Kalaheo high school, Oahu

     Construction and equipment for the installation of security lighting.

     SECTION 3.  The sum appropriated for the respective capital project set forth in section 2 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2018.
