STATE OF HAWAII

A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Eighth REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $31,083,663 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the eighth representative district, as follows:

1.   Henry Perrine Baldwin high school, Maui

     Design and construction for installation of air conditioning systems campuswide, including electrical system upgrades, ground and site improvements, and equipment and appurtenances.

     Design                         $200,000

     Construction                 $2,233,497

          Total funding                     $2,433,497

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Henry Perrine Baldwin high school, Maui

     Design and construction for installation of six large fans in the gymnasium for heat abatement, including ground and site improvements and equipment and appurtenances.

     Design                           $3,240

     Construction                   $196,760

          Total funding                       $200,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Henry Perrine Baldwin high school, Maui

     Design and construction for installation of track and field and repair and resurfacing of track-and-field practice field, including ground and site improvements and equipment and appurtenances.

     Design                         $500,000

     Construction                 $4,000,000

          Total funding                     $4,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Henry Perrine Baldwin high school, Maui

     Design and construction for new boys' locker rooms, weight room, and dance facility, including ground and site improvements.

     Design                         $500,000

     Construction                 $6,500,000

          Total funding                     $7,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Iao intermediate school, Maui

     Design and construction for renovations to Building A to create more classrooms, including ground and site improvements.

     Design                         $787,000

     Construction                $14,213,166

          Total funding                    $15,000,166

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Waihee elementary school, Maui

     Design and construction for the installation of air conditioning systems campuswide, including electrical system upgrades, ground and site improvements, and equipment and appurtenances.

     Design                         $300,000

     Construction                 $1,200,000

          Total funding                     $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Wailuku elementary school, Maui

     Design and construction for improvements to the current parking lot and the addition of new parking stalls, including ground and site improvements and equipment and appurtenances.

     Design                         $100,000

     Construction                   $350,000

          Total funding                       $450,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     SECTION 2.  The following sums or so much thereof as may be necessary for fiscal year 2020-2021 for the projects identified in this section are appropriated from the school impact fees collected pursuant to chapter 302A, part VI, subpart B, Hawaii Revised Statutes:

1.   Iao intermediate school, Maui

     Plans and design for due diligence for land acquisition surrounding Iao intermediate school.

     Plans                           $60,000

     Design                          $15,000

          Total funding                        $75,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Puu Kukui elementary school, Maui

     Plans and design for due diligence for land acquisition surrounding Puu Kukui elementary school.

     Plans                           $60,000

     Design                          $15,000

          Total funding                        $75,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     SECTION 3.  The appropriation made for the capital improvement projects authorized by section 1 of this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 4.  This Act shall take effect on July 1, 2020.
