A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Seventh REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $65,341,500 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the seventh representative district, as follows:

1.   Kohala elementary school

     Construction and equipment for installation of air conditioning units in portables (P1, P3, P4, and P7) and office.

     Construction                     $3,000

     Equipment                        $3,500

          Total funding                         $6,500

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Kohala elementary school

     Construction and equipment for replacement of handles and panel box outside Building B.

     Construction                    $10,000

     Equipment                        $2,000

          Total funding                        $12,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Kohala elementary school

     Construction to replace floor tiles in Building A and portables (P1, P3, P4, and P6).

     Construction                    $20,000

          Total funding                        $20,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Kohala elementary school

     Construction to replace louver eaves, roof paper, and wood trusses for Building A.

     Construction                    $15,000

          Total funding                        $15,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Kohala high school

     Design and construction for a new gymnasium, demolition of existing gymnasium, and related facilities; ground and site improvements; equipment; and appurtenances.

     Design                       $1,000,000

     Construction                $27,000,000

          Total funding                    $28,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Kohala middle school

     Plans, design, and construction for a multi-purpose building for project-based learning

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Waikoloa elementary and middle school

     Design and construction for new stairs between the I and J building courtyard area; equipment and appurtenances.

          Total funding                       $475,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

8.   Waikoloa elementary and middle school

     Design and construction for replacement of the partition and installation of a new permanent wall between classrooms H-202 and H-203.

     Construction                   $100,000

          Total funding                       $125,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

9.   Waimea elementary school

     Design and construction for site improvements, including parking lot improvements.

     Design                         $500,000

          Total funding                     $2,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

10.  Waimea elementary school, Waimea middle public conversion charter school, and Thelma Parker memorial library

     Plans for a master plan study.

     Plans                          $500,000

          Total funding                       $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

11.  Hapuna beach state recreation area

     Plans, design, and construction for park improvements, including improvements to park roadways, rental cabin repair improvements, safety and security measures, and compliance with ADA accessibility requirements.

          Total funding                     $4,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

12.  Kawaihae north small boat harbor

     Construction for repair and improvements of harbor dock and break wall at Kawaihae north small boat harbor.

     Construction                 $8,000,000

          Total funding                     $8,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

13.  Kiholo state park

     Plans, design, and construction for improvements at Kiholo state park, including park entrance improvements, road construction, parking area and trail improvements, and other ground and site improvements.

     Construction                 $2,700,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

14.  Lapakahi state historical park

     Construction/equipment for restroom facility improvements.

     Construction                   $200,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

15.  Napuu conservation project fencing

     Plans, design, and construction for the protection, restoration, and management of native ecosystems in the Puu Waawaa forest reserve, and implementation of actions in the Napuu conservation plan.

          Total funding                     $1,260,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

16.  Puakea bay trail

     Plans and design for Puakea bay trail repairs.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

17.  Waihou forest protection and restoration

     Plans, construction, and equipment for protection and restoration of the Waihou forest at Puu Waawaa forest reserve in north Kona.

     Plans                           $70,000

     Construction                   $350,000

     Equipment                      $200,000

          Total funding                       $620,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

18.  Waimea administrative office and base yard development

     Plans, design, and construction for a new base yard office complex to support resource management.

     Design                         $500,000

     Construction                   $500,000

          Total funding                     $1,500,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

19.  Waimea state tree nursery and Maui district nursery

     Construction of two new greenhouses and other improvements, increasing capacity to support tree planting and endangered plant species for landscape-level reforestation.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

20.  Watershed protection and initiatives statewide

     Plans, design, and construction for watershed protection and initiatives, including repair to the Puu Waawaa wildlife sanctuary boundary fence.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

21.  West Hawaii baseyard warehouse

     Plans, design, and construction to provide capacity for native ecosystem protection in west Hawaii.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

22.  West Hawaii water and fire infrastructure for fire suppression

     Plans, design, and construction for a network of fuel breaks and onsite water resources in Puu Waawaa and Puu Anahulu to support native dryland forest restoration.

          Total funding                     $1,733,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

23.  Puu Waawaa forest reserve

     Construction and equipment for quarry hazardous waste assessment and clean-up.

          Total funding                       $200,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

24.  Puu Waawaa structure renovations

     Plans, design, and construction for renovation of state facilities at Puu Waawaa used to support restoration and management work at Puu Waawaa and Puu Anahulu, in cooperation with the United States Forest Service Experimental Forest.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

25.  Puu Waawaa removal of derelict buildings

     Construction for removal of two buildings on state land in Puu Waawaa forest reserve in north Kona on Hawaii island that are in very poor condition and are a public safety and environmental hazard.

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2022.
