A BILL FOR AN ACT

 

 

RELATING TO IOLANI PALACE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that Iolani Palace is a living restoration of a proud Hawaiian national identity and is recognized as the spiritual and physical multicultural epicenter of Hawaii.  Built in 1882 by King Kalakaua, Iolani Palace was the home of Hawaii's last reigning monarchs and served as the official royal residence and the residence of the Kingdom's political and social life until the overthrow of the monarchy in 1893.

     Following the overthrow of the monarchy, Iolani Palace became the government headquarters for the provisional government and later served as the government capitol building for the republic, territory, and subsequently the State of Hawaii.

     Registered as a National Historic Landmark since 1962, Iolani Palace is the only official royal residence in the United States.  Ensuring the preservation and protection of this historical landmark is critical to honoring the Hawaiian heritage and history.  The legislature finds that the repair, restoration, and maintenance of Iolani Palace is an important investment in Hawaii's past, present, and future and serves a strong public purpose.

     The purpose of this Act is to ensure the preservation of Iolani Palace now and for future generations by appropriating necessary funds for the repair, restoration, and maintenance of this significant historical landmark.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the following sums or so much thereof as may be necessary for fiscal year 2020-2021 for the repair, restoration, and maintenance of the Iolani Palace, as follows:

     (1)  $50,000 to repair the two pergolas;

     (2)  $50,000 to repair the heating, ventilation, and cooling (HVAC) system;

     (3)  $50,000 to repair and replicate door locks;

     (4)  $100,000 to replace broken glass and windows;

     (5)  $110,000 to rewire and restore sconces;

     (6)  $130,000 to repair Keliiponi Hale:  The Coronation Pavilion;

     (7)  $500,000 for the removal of bees at Iolani Palace and grounds and for restoration; and

     (8)  $1,000,000 for reroofing.

     The sums appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $30,000 or so much thereof as may necessary for fiscal year 2020-2021 for a structural and electrical survey of Iolani Palace; provided that the department of land and natural resources shall:

     (1)  Conduct a structural and electrical survey of Iolani Palace and its surrounding grounds that details the condition of the property, identifies the problems associated with the property, and provides cost estimates to repair, restore, and maintain the property; and

     (2)  Submit, along with the survey, a five- to ten-year working plan for Iolani Palace to proceed with the repair, restoration, and maintenance work of the property, to the legislature no later than twenty days prior to the convening of the regular session of 2021.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2020.
